I• <br /> MRPA 1982 Legislative Platform <br /> Page Four <br /> • EMINENT DOMAIN LAW - .B priority <br /> In recent years, amendments have been made to the eminent domain law <br /> in an effort to safeguard the interests of the property owners who <br /> become involved in this process. Taken as a whole, however, the <br /> present procedure seems to result in the public paying excessively <br /> high prices for land . The entire process provided in the law should <br /> be critically reviewed and streamlined. This examination should <br /> include a re-evaluation of the advisability of making appraisals <br /> public information; the advisability of using a professional referee <br /> in lieu of three commissioners to establish the value of land; and <br /> the legality and feasibility of collecting property taxes on property <br /> for several years in instances where the award is substantially in <br /> excess -of the market value of the property for tax purposes. <br /> MUNICIPAL BONDS A priority <br /> At a time when local budgets are being drastically reduced, the MRPA <br /> recognizes that many Parks and Recreation budgets are being cut more <br /> deeply than other services. While Municipal Bonds are one way that <br /> local units of government can allow the citizens to tax themselves <br /> for these services, the current limit on bond interest rates virtually <br /> denys the citizens that right by making bonds unsellable. The MRPA <br /> recommends that the interest rate limit be repealed and that the <br /> • market place be allowed to determine the interest rates. <br /> PUBLIC ACCESS TO LAKES - B priority <br /> The MRPA supports the existing state law calling for the provision of <br /> public access to the state' s lake and river resources for all citizens <br /> to use and enjoy. (MN STST. 97.48, Subd 15) . The MRPA urges the <br /> continued support and implemenation of this legislation by state, <br /> regional and local unit of government. <br /> "A" priority indicates a major issue where MRPA would work actively with <br /> groups to introduce legislation or seek new laws and regulations. <br /> "B" priority indicates items that are important to MRPA but where <br /> substantially less time would be spent unless the legislature or <br /> other groups mounted a major effort to which MRPA had to respond. <br /> "C" priority indicates items where MRPA would respond only when the issue . <br /> is raised by other groups. <br /> Proposed: November 18, 1981 <br /> Revised: January 14, 1982 <br /> • Revised: February 4, 1982 <br /> Adopted by the MRPA Board of <br /> Directors February 11, 1982 <br />
