MRPA 1982 Legislative Platform <br /> Page Three • <br /> LEVY LIMITS - A priority <br /> Due to financial constraints placed, upon municipalities ; park and <br /> recreation departments have and continue to receive significant <br /> financial cutbacks that are causing a reduction in park maintenance <br /> and recreational services ; therefore , the Minnesota Recreation and <br /> Park Association supports legislation to increase or lift the <br /> levy limits presently imposed upon municipalities . <br /> National Issues <br /> The Minnesota Recreation and Park Association will look to the <br /> National Recreation and Park Association to review and promulgate <br /> National legislation and to advise of the affect the legislation <br /> will have on Minnesota in matters dealing' with Parks , Recreation and <br /> Leisure Services . The Minnesota Recreation and Parks Association <br /> will provide support to pertinent legislation having a benefit to • <br /> its members and the citizens of Minnesota, and may promulgate <br /> legislation on state and national issues . <br /> UNEMPLOYMENT COMPENSATION - A priority <br /> In 1976, unemployment compensation laws were substantially improved <br /> by the elimination of eligibility for those individuals who voluntarily <br /> quit or are dismissed for cause. However. , requalification is provided <br /> once " the claimant has earned four times the weekly benefit for which <br /> he would otherwise be eligible. This requalification is too low and <br /> should be substabtially increased. <br /> The MRPA believes that individuals who knowingly accept temporary <br /> employment of specific limited durations or provisional. employment not <br /> exceeding six months and whose employment is thus ended, should be <br /> deemed 'to have voluntarily ended their employment and thus should be <br /> disqualified for certain benefits. The employers involved should <br /> not be saddled with unemployment compensation costs for individuals <br /> who accept and perhaps even plan for the termination of such employ- <br /> ment. The MRPA recommends that the law be appropriately amended. <br /> Also, students, temporarily employed as interns, such as urban corps <br /> interns, should not be eligible for unemployment compensation. Finally, <br /> the statutes should be amended to relieve part-time employers who <br /> continue employment of an individual from any responsibility to <br /> contribute to unemployment 'compensation due for termination from <br /> other employment . <br /> WORK RESTITUTION PROGRAM - B priority <br /> The MRPA urges the various court systems, municipal officials, and <br /> legislature to the extent that it can, to encourage and make possibl <br /> community work restitution programs. This may require making availab <br /> funding methods through grants or special levies. <br />
