• MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Bruce K. Anderson, Directgr, !, <br /> Parks , Recreation and Forestriy <br /> DATE: September 22, 1981 <br /> RE: Park Shelter Buildings <br /> As staff indicated in an earlier memo, the Mounds View City Council has <br /> allocated $30,000. from the 1981 revenue sharing for upgrade and repair <br /> of the City' s five park shelter buildings. As you' re aware, the Fire <br /> Chief has condemned each of our warming house buildings and staff provided <br /> the Council and Commission with a proposed repair cost of about $30,000. <br /> Staff would recommend a three pronged approach to resolving our current <br /> warming house dilemma: <br /> 411 <br /> 1 . Eliminate the skating facility at Oakwood Park and Edgewood Jr. High. <br /> 2. Rent portable warming house shelter buildings from Satellite Industries <br /> for Woodcrest, Greenfield, and Hillview Park. <br /> 3. Purchase one new building for Lambert Park. <br /> Staff arrived at the recommendation after analyzing our current winter skating <br /> programs and projecting our needs in the future. The following observations <br /> and assumptions were used to base my findings: <br /> 1. Winter ice skating is our most expensive tax supported recreation <br /> program with $8,361.00 allocated for warming house attendants , <br /> $1 ,500.00 for electricity and $1 ,500.00 for satellites. This <br /> $11 ,361.00 figure does not include manpower for maintaining rinks <br /> which breaks out as follows: <br />
