-2- <br /> 2) Commissions - The City has a variety of active commissions, <br /> including Planning, Charter, Cable TV, Civil Service, <br /> Lakeside Park, Parks and Recreation and Human Rights, which <br /> serve as advisory bodies to the City Council and, when <br /> functioning jointly with other political subdivisions, <br /> operate as an administrative body responsible to the City <br /> Council . An example of the latter is the North Suburban <br /> Cable Commission, a consortium of 10 suburban municipalities <br /> established to coordinate the franchising of cable TV service <br /> in the 10 municipalities, which the City is a member of and <br /> the Lakeside Park Commission. <br /> With the advent of a Joint Powers Agreement between Mounds <br /> View and Spring Lake Park for the operation of Lakeside <br /> Park, it is anticipated that the level of service provided <br /> in Lakeside Park will be modified . The impact this Joint <br /> Powers Agreement will have on the services provided to <br /> Lakeside Park will be discussed in detail in the Parks and <br /> Recreation and Finance Departments Public Service Programs. <br /> The increased activity of the North Suburban Cable Commission <br /> towards a Cable TV franchise will not impact on the expendi- <br /> ture of additional funds, but will necessitate additional <br /> • activities in the Clerk-Administrator ' s Office which will be <br /> addressed in that section of the Public Service Program. <br /> Also, a heightened desire on the part of members of the <br /> Planning Commission to improve their knowledge and awareness <br /> of planning and zoning issues will result in the need to <br /> dedicate a small amount of funds, not presently budgeted, to <br /> allow for attendance of commission members to seminars and <br /> -workshops. *R <br /> It is not anticipated that services will be expanded by these <br /> commissions other than what has been previously mentioned. <br /> Impacts on the budget will result from increases in training <br /> costs , Recording Secretary salary and increased operating costs <br /> for the Festival in the Park. <br /> 3) Elections - The elections activities of the City are limited to <br /> the maintenance of the voter ' s registration cards, provision <br /> and maintenance of voting and ballot counting equipment and <br /> supplies and administrative services, including election judges, <br /> necessary for the legal and efficient conduct of elections. <br /> Over the next five years, these services will change only <br /> when special elections are held, which cannot be anticipated, <br /> or the State or Federal governments modify the rules and <br /> regulations for the conduct of elections in such a way that <br /> increased expenditures are required. <br /> 111 <br />
