The proposal for design services should <br /> be submitted in a three phase proposal including: <br /> • a. Design and development of an overall Park Concept Plan <br /> for Silver View Park. <br /> b. Preparation of construction documents and specification <br /> required to receive formal bid proposals for Phase One <br /> construction of Silver View Park. <br /> c. Construction management or supervision of Phase One <br /> development. <br /> A detailed breakdown of each of the aforementioned areas is as follows: <br /> A. Design and development of overall Park Concept Plan for Silver View <br /> Park. <br /> 1. Review City Wide Park System Master Plan to determine recreational <br /> needs for Silver View Park as they relate to the City Wide spectrum. <br /> 2. Review Parks and Open Space survey results and establish determina- <br /> tion of needs for Silver View Park. <br /> 3. Develop an existing site inventory or analysis of Silver View Park <br /> to include existing topography, soils, vegetation, slope analysis, <br /> hydrology analysis , and visual analysis. <br /> 4. Develop an initial concept or "blob" analysis plan to be reviewed <br /> • before staff and the Parks and Recreation Commission at a public <br /> meeting. <br /> 5. Assist staff with the coordination of two public hearings on the <br /> initial concept plan. <br />
