The fourth responsibility or service area that our department provides would be in the area of PARK DEVELOPMENT AND CITY COUNCIL LIASON WORK. Services provided under the Park Development area include: 1. Writing and submission of grant applications to state , county and federal agencies in order to supplement funding of the City 's park development and acquisition program. 2 . Work in coordination with the public works superintendent to develop a comprehensive park maintenance program to include mowing , care and grade of ballfields , parking lot maintenance, shelter building, flooding of ice rinks , etc. 3 . Provide liason work between our department and City Council and provide staff reports with supporting data and background research in order for the Council to make the best possible decisions on matters relating to Parks and Recreation . 4 . Develop city-wide comprehensive park plans, including preparation of park master plans , specifications and construction supervision for all park related projects within the city. 11115 . Supervise and act as the general constractor for all park develop- ment projects that are carried out within the City of Mounds View. 6 . Prepare, administer and oversee the annual Parks and Recreation Department budgets as directed by the City Council . 7 . Serve as the official city liason between the Mounds View Parks and Recreation Commission and the City Council .
