GIS Specialist <br />Page 2 <br />MINIMUM QUALIFICATIONS <br />Education and Experience: <br />(A) Two year associates degree from an accredited community college or technical school in <br />Geography & GIS with a GIS Professional Certificate or equivalent combination of <br />education and experience in a related field. <br />(B) Two years' experience using AutoCAD, ArcMap and ArcGIS Pro, or equivalent, drafting, <br />map reading, computer entry, construction inspection, surveying, plan and permit review. <br />Desired Qualifications: <br />(A) Previous experience using asset management software. <br />(B) Experience or knowledge of Esri ArcGIS Online suite of products. <br />(C) Currently licensed or willing to attain FAA Part 107 Remote Pilot Certificate <br />LICENSES AND CERTIFICATIONS <br />Possess a valid Minnesota driver's license with good driving record. <br />NECESSARY KNOWLEDGE, SKILLS AND ABILITIES <br />(1) Ability to read and understand technical information and the ability to explain and write <br />technical procedures and system information in an easily understood and non -technical <br />manner. <br />(2) Practical knowledge of GIS hardware, software, server -based applications, and web - <br />based applications and how geographic information systems are designed, developed and <br />maintained. <br />(3) Ability to track and report on the condition of the City's infrastructure by collecting and <br />analyzing data, and by preparing maps and as -built drawings. Ability to use computers to <br />create databases and prepare reports. <br />(4) Ability to create drawings and maps, either through hand -drafting or computerized <br />techniques; ability to solve basic design problems. <br />(5) Ability to read and interpret construction plans and specifications, grading and drainage <br />plans, wetland maps and to inspect field work for compliance for approved plans and <br />specifications. <br />(6) Ability to assist with utility locates, traffic counts, and other types of field work. <br />(7) Ability to research and prepare equipment specifications. <br />(8) Ability to maintain accurate records and manage well -organized filing systems. <br />(9) Ability to communicate effectively in English, both verbally and in writing in a clear, concise <br />manner. <br />(10) Ability to analyze situations and information, formulate alternatives, and use sound <br />judgment in drawing conclusions and making decisions. Ability to develop a course of <br />action and maintain momentum to reach successful conclusions to assignments within <br />agreed upon time frames and with minimal supervision. <br />(11) Ability to maintain effective working relationships with supervisors, other staff members, <br />Council and Commission members, citizens, property owners, developers and others. <br />(12) Ability to follow verbal and written instructions. <br />(13) Ability to handle stressful situations and effectively deal with difficult or angry people. <br />SPECIAL REQUIREMENTS <br />None. <br />
