8B - Attachment 1 <br />Section X.XX Police Department Referral Incentive and Retention Bonus Policy <br />Referral Incentive <br />The Police Department views all members of the organization, especially Police Officers, <br />as recruiters for the department. In an effort to encourage and reward staff for aiding in <br />the recruitment of licensed peace officers, the City is activating a referral incentive <br />program which will pay a one-time lump sum payment of $2,500 (less taxes), to any <br />employee who recruits a Police Officer. <br />To qualify for the Referral Incentive payment, the following conditions must be met: <br />A. The employee recruiting a licensed peace officer must reach out to the candidate <br />before: <br />a. Approaching the City for a ride along; <br />b. Applying for a Police Officer position; <br />c. Provide evidence to the Police Chief and/or Deputy Chief of ways they <br />encouraged the candidate to apply for the position; <br />d. City staff maybe considered for referral incentive if they meet the above <br />criteria. <br />B. The referred licensed peace officer candidate must inform the Police Chief or <br />Deputy Chief of the name of the referring City Police Officer or staff member via <br />email at the time their application is submitted. <br />C. All referring employees are strongly encouraged to confirm Referral Incentive <br />eligibility at the time of referral. Approval of a Referral Incentive form by the Police <br />Chief or Deputy Chief is required. <br />D. After the candidate is hired, and successfully completes their Field Training (FTO), <br />the referring employee will then receive $2,500 (less taxes) payment. FTO takes <br />approximately three (3) months to complete. <br />a. No payment is made if the candidate is not hired. <br />b. No payment is made if the candidate fails FTO. <br />The following conditions disqualify an employee from receiving the Referral Incentive: <br />A. Referrals originating from formal department recruitment efforts are excluded. <br />Formal department recruiting efforts include, but are not necessarily limited to: <br />career fairs, recruiting tables at colleges, speaking to SKILLS classes, and <br />candidates who proactively reach out to the department looking for information. <br />Internal candidates, such as Community Service Officers or Reserves, are <br />excluded. Any recruiting efforts performed as part of an employee's normal duties <br />are exempt from the referral bonus. <br />B. The Police Chief, Department Directors, Assistant City Administrator, and City <br />Administrator are not eligible to participate, however are encouraged to recruit <br />candidates. <br />Entry Level Hiring Bonus — New Police Officer <br />The City will pay an Entry Level hiring bonus of $3,000 to new Police Officers. <br />A. Upon successful completion of Field Training (FTO), the Entry Level Police Officer <br />will receive $1,500 (less taxes). <br />B. Upon successful completion of probation (one-year of employment), the Entry <br />
