MEMO TO: Mounds View City Council <br /> FROM: Bruce K. Anderson , Director <br /> 1111 <br /> Parks , Recreation and Forestry <br /> DATE: April 23 , 1985 <br /> RE : Ordinance Modification <br /> Staff received a memorandum from Jan Quick , Chairperson of the <br /> Mounds View Festivities Commission on March 14 , 1985 requesting <br /> that the Parks and Recreation Commission review the existing City <br /> ordinance Chapter 52 entitled Parks , Playgrounds and Open Space <br /> and Recreation Area Rules and Regulations. The specific request <br /> from the Festivities Commission was to review sub-section 52. 03 <br /> which dealt with intoxicating and non-intoxicating beverages. <br /> The current City code 52.03 reads as follows : <br /> INTOXICATING AND NON-INTOXICATING BEVERAGES No intox- <br /> icating beverages shall be consummed , displayed , or <br /> possessed in any park , playground, open space or recre- <br /> ation area in the City. In no event shall any• non- <br /> intoxicating Liquors be sold or bartered in any park , <br /> playground , open space or recreation area . <br /> The ordinance was drafted by the Parks and Recreation Commission <br /> three years ago and at that time , the Commission had recommended <br /> originally that alcohol consumption be permitted at City Hall and <br /> Silver View Park and other neighborhood parks on a permit basis. <br /> The City Council overruled the Parks and Recreation Commission , <br /> and the current ordinance was adopted as indicated. The Parks <br /> and Recreation Commission reviewed Chapter 52 at their regularly <br /> scheduled March 28 Commission Meeting and would recommend the <br /> ordinance be drafted as follows : <br /> The ordinance as approved by the Parks and Recreation <br /> Commission would allow consumption of beer as defined <br /> in the ordinance in any of the neighborhood parks or <br /> City park system and without any permit required and a <br /> permit would be required in the ordinance for sale of <br /> alcoholic beverages in the parks. <br /> • <br />
