Anderson, Director <br /> Parks, Recreation and Forestry <br /> DATE: Jnne Il , 1986 <br /> RE: Policy for Park Land Use <br /> The following brief policy statements are strictly intended to give us a <br /> starting point from which we can begin developing a policy to resolve some of <br /> the issues facing us in the Mounds View parks system. <br /> It is the policy of the City of Mounds View that all park land within the City <br /> belongs to the residents on an equal basis and no priority or special atten- <br /> tion will be provided to landowners adjacent to park properties. It is the <br /> intent of the City of Mounds View to accommodate residents concerns and/or <br /> suggestions whenever possible as long as it does not compromise the general <br /> public's access and use of park property. <br /> 1. The City of Mounds View will develop a landscaping plan outlining the <br /> specific tree and shrubbery placement for each of the City parks which <br /> • will he reviewed and adopted by the Mounds View Parks and Recreation Com- <br /> mission. This plan will identify future landscaping needs and be priori- <br /> tized on an annual basis. <br /> 2. The City will continue to abide by the past fencing policy that was adopt- <br /> ed in 1983 regarding fencing park perimeters. <br /> 3. No permanent or temporary structures will be allowed on park property <br /> including, but not limited to gardens, animal houses, bird feeders, and/or <br /> other park modifications unless formal approval is granted by the Mounds <br /> View Parks and Recreation Commission. <br /> 4. The City of Mounds View willadopt a formal maintenance policy outlining <br /> the frequency and type of maintenance that will be provided on park pro- <br /> perty and any modifications of the proposed maintenance program must he <br /> approved by the Mounds View Parks and Recreation Commissiton. <br /> 5. The City will allow a one year "grandfather" clause to allow people to <br /> conform to the policies as adopted. <br /> 111/1 6. The City Park Commission will hold a public hearing whenever the policy of <br /> park land use is modified and/or changed. <br /> BKA/sll. <br />
