MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Staff <br /> DATE: February 25 , 1986 <br /> RE: Aquatics Director Position <br /> Attached is a copy of a proposed joint powers agreement, job des- <br /> cription and salary breakdown for the hiring of a full-time aqua- <br /> tics position on a 50 percent basis in conjunction with the City <br /> of New Brighton. Staff has been working on the joint powers <br /> agreement with the City of New Brighton for the past year . <br /> The funding for the position is budgeted in 1986 under three <br /> separate accounts; 50 percent from general fund 100-350 , 40 per- <br /> cent from Lakeside Park account, and the remaining 10 percent <br /> from aquatic program fees. <br /> I have included a copy of the 1984 yearend report which high- <br /> lights the improvements that were made to the program under Ms. <br /> Thielen direction. At this time, the City' s aquatics program is <br /> 1111 being coordinated by Ms. Laurie Sorensen on a temporary basis, <br /> as Maureen Thielen has taken a "leave of absence" to teach school <br /> in Grand Rapids. <br /> It is staff ' s position that the hiring of a full-time aquatics <br /> position will allow us to stabilize the aquatics programs by <br /> reducing turnover that occurs with part-time positions. In addi- <br /> tion to providing stability, the increased coordination and <br /> cooperation between the two cities under a joint powers agreement <br /> has proven successful in the past by reducing program duplica- <br /> tion, equipment sharing and consolidation of programing resour- <br /> ces. <br /> Staff has included a job description that outlines the specific <br /> responsibilities the position would be responsible for , with the <br /> two major work areas being the Edgewood Community Center pool , <br /> and the beach at Lakeside Park . <br /> At this time, the Edgewood Community Center pool should be avail- <br /> able on a full-time basis in 1986-87 , as Edgewood is being pro- <br /> 4111 posed as an elementary school . I spoke with Barb Bochien, Prin- <br /> cipal at Turtle Lake Elementary School regarding Turtle Lake <br /> Elementary School ' s usage of the facility and she has indicated <br /> that they would be willing to work with the City once a final <br /> decision is made regarding Edgewood . <br />
