Andersen, ic _ , .// • Parks, Recreation Ah . ,'0!L .sir:y ., DATE: May 15, 1906 RE: Silver View Park Status During the past week, staff has been speaking with a number of residents adjacent to Silver View Park , as well as reviewing aer- ial maps to determine exactly what modifications have occurred to the park property. It appears that the problem is not as severe as was initially perceived by staff, as the aerial photos indi- cate that only high grass and a few low shrubs including varigat- ed dogwood , raspberries and some small aspen and poplar trees were removed by the new property owners. In addition to reviewing the aerial photos, staff has spoken with representatives from Mary Anderson, as well as a number of resi- dents surrounding the park area, and it appears that a number of misunderstandings have occurred over the years in relationship to the City' s intent for future development and Silver View Park. To clarify the City' s position, as well as to begin the develop- ment of a policy regarding shoreline maintenance and park devel- opment around the area , staff would recommend that an information meeting be held with the residents abutting Silver View Park, on Thursday, May 22 at 7: 30 p.m. I would further recommend that the • Park Commission gather at their regular scheduled time, at 6; 30 p.m. to hold a brief meeting to review regular agenda items as well as to discuss some type of strategy regarding the evening ' s public information meeting. Staff will be conducting a brief walking tour of Silver View Park for any interested Commissioners prior to the meeting at 5: 30 p.m. Anyone interested should just plan on meeting at the south edge of the Silver View Park parking lot. After speaking with neighbors and walking the site , I would recommend the following questions be addressed: 1 . A determination be made as to the actual use of the park/pond property directly behind each of the residential as well as manor homes. At this time, the policy has been to not devel- op a trail along the western nodule . This has been a verbal . understanding with Mary Anderson, with no formal documents indicating this agreement. It should also be known that staff has submitted a grant to complete the trail around the entire pond area, as well as construct a bridge over the narrows of the pond . But, at this time, staff envisions that chances for funding will be slim. . 2. We need to address the maintenance of the property in ques- tion from a couple of perspectives : 0 . a. Who will be responsible for maintaining the property? b. At what level will the property be maintained?
