Andersen, ic _ , .// <br /> • Parks, Recreation Ah . ,'0!L .sir:y <br /> ., DATE: May 15, 1906 <br /> RE: Silver View Park Status <br /> During the past week, staff has been speaking with a number of <br /> residents adjacent to Silver View Park , as well as reviewing aer- <br /> ial maps to determine exactly what modifications have occurred to <br /> the park property. It appears that the problem is not as severe <br /> as was initially perceived by staff, as the aerial photos indi- <br /> cate that only high grass and a few low shrubs including varigat- <br /> ed dogwood , raspberries and some small aspen and poplar trees <br /> were removed by the new property owners. <br /> In addition to reviewing the aerial photos, staff has spoken with <br /> representatives from Mary Anderson, as well as a number of resi- <br /> dents surrounding the park area, and it appears that a number of <br /> misunderstandings have occurred over the years in relationship to <br /> the City' s intent for future development and Silver View Park. <br /> To clarify the City' s position, as well as to begin the develop- <br /> ment of a policy regarding shoreline maintenance and park devel- <br /> opment around the area , staff would recommend that an information <br /> meeting be held with the residents abutting Silver View Park, on <br /> Thursday, May 22 at 7: 30 p.m. I would further recommend that the <br /> • Park Commission gather at their regular scheduled time, at 6; 30 <br /> p.m. to hold a brief meeting to review regular agenda items as <br /> well as to discuss some type of strategy regarding the evening ' s <br /> public information meeting. Staff will be conducting a brief <br /> walking tour of Silver View Park for any interested Commissioners <br /> prior to the meeting at 5: 30 p.m. Anyone interested should just <br /> plan on meeting at the south edge of the Silver View Park parking <br /> lot. <br /> After speaking with neighbors and walking the site , I would <br /> recommend the following questions be addressed: <br /> 1 . A determination be made as to the actual use of the park/pond <br /> property directly behind each of the residential as well as <br /> manor homes. At this time, the policy has been to not devel- <br /> op a trail along the western nodule . This has been a verbal . <br /> understanding with Mary Anderson, with no formal documents <br /> indicating this agreement. It should also be known that <br /> staff has submitted a grant to complete the trail around the <br /> entire pond area, as well as construct a bridge over the <br /> narrows of the pond . But, at this time, staff envisions that <br /> chances for funding will be slim. . <br /> 2. We need to address the maintenance of the property in ques- <br /> tion from a couple of perspectives : <br /> 0 . <br /> a. Who will be responsible for maintaining the property? <br /> b. At what level will the property be maintained? <br />
