QUARTERLY REPORT <br /> • (1st quarter) <br /> MOUNDS VIEW PARKS, RECREATION & FORESTRY <br /> APRIL 6, 1992 <br /> CDBG GRANT: The Lambert Park playground grant was approved for <br /> $50, 000 . 00. I have reviewed the playground <br /> equipment and design with the Parks and Recreation <br /> Commission. By motion they recommended the Earl <br /> F. Anderson equipment. This equipment is <br /> different than any other equipment currently in <br /> our parks. There are new components such as the <br /> hand glider. The accessibility pattern of the <br /> design is all inclusive rather than offering <br /> accessibility in a single area. Also, the Earl F. <br /> Anderson proposal provides for prevailing wages <br /> regarding labor costs, which is a requirement of <br /> the CDBG Grant. The City of Mounds View has never <br /> before been able to afford the Earl F. Anderson <br /> equipment. It is good equipment with a good <br /> longevity and low maintenance qualities. Staff <br /> requests the council ' s approval to order the <br /> equipment proposal of Earl F. Anderson as soon as <br /> • the agreement and monies are received from the <br /> CDBG Grant. <br /> RSCC: Members of the RSCC Task Force were disappointed <br /> and more than a little angry with Senator Frank, <br /> who had agreed to sponsor the special legislative <br /> bill for the development of a RSCC. Senator Frank <br /> neglected to submit the legislation for <br /> scheduling, and it never was scheduled to be heard <br /> in the taxation committee. The bill had been <br /> heard in the committee on Urban Affairs, but was <br /> not even scheduled in the Tax committee. <br /> The RSCC Task Force members, although very <br /> disappointed, are determined to continue work on <br /> the Task Force agenda even if it means waiting <br /> until next year's legislative session. The Task <br /> Force feels that the legislation and the project <br /> is good and that they simply had bad luck in the <br /> choosing of the wrong person to sponsor the bill. <br /> The meetings will continue and the RSCC Task Force <br /> seems very committed to the project even with this <br /> set-back. Current meeting issues have revolved <br /> around site recommendation and facility needs <br /> related to programs. <br /> 411 The meetings continue the second and fourth <br />
