Staff is not aware of any such motion but could search the <br />minutes from 2010 to 2017 (it would take a measure of time) if council wishes. <br />FYI - Our HR committee consists of two council members and discusses confidential HR matters. The <br />Cable Committee no longer exists. <br />As the discussion on minutes includes the possibility of taping meetings and/or broadcasting, the topic is <br />related. Council should also include in the discussion to resume taping (if so decided) that the Tribute <br />Park and HR Task Force are not being taped and/or broadcast. Staff discussion with legal counsel <br />confirm that Festival should be included and arguably Foundation are subject to the resolution given the <br />resolution statement of meetings subject to open meeting law, council liaison on each, and city staff and <br />resources expended on each. <br />Option 1. <br />Follow Resolution 7583 —Tape and Broadcast all meetings which, per K & G, should include Tribute, <br />Human Rights Task Force, Festival, and Foundation <br />Option 2 <br />Adopt new resolution establishing whatever changes councils wishes to do. <br />Item 4. Public Comment at Workshop: <br />K & G has advised and staff has conveyed that the Charter includes language providing public comment <br />be allowed at all meetings. K & G has also advised council has wide discretion on managing/establishing <br />guidelines. These include limiting the time members can speak, total time for public comment, where it <br />occurs on the agenda, prohibitions such as profanity, clapping, allegations, conducting on -or off camera, <br />etc. The council has wide discretion. <br />Policy issue of balancing limited time for informal discussion (only occurs at workshop) with charter and <br />citizen interests. <br />Action requested - Establish parameters for Public Comment at workshop. <br />Item S. Public Comment at Council <br />As council is aware, public comment has been robust at recent council meetings. It is possible that will <br />continue to some degree given the Organized Solid Waste and Community Center discussions. If council <br />wishes to discuss changes to the present practice options include those detailed above as well as any <br />additional council may have. Council may want to consider moving to end of the meeting to <br />accommodate business items that have followed process and are awaiting their time for formal action. <br />Staff suggests council also discuss and have consensus on when Mayor/Mayor Elect should recess (or <br />adjourn) meeting if circumstances warrant. <br />Action requested - Establish parameter for Public Comment at Workshop <br />
