- There would be no inconsistencies in training, election day instructions and <br />setting up and takin down polling places <br />- Candidates will need to file at Ramsey County Elections in St. Paul <br />- Election judges will work for Ramsey County instead of the city and will see <br />wages increase <br />- The impact to staff will mean that Ramsey County handles 95% ❑f election <br />duties far the city. The deputy clerk would spend S% of time on election <br />activities: <br />- Canvassing local results <br />- Issuing certificates of election <br />- Attend trainings <br />- Draft and schedule required resolutions <br />- HP, payroll, 1T, and maintenance staff would not have to work on elections <br />activities. <br />- Building staff hours would be reduced to approximately 12 with only <br />needing to prepare polling places at the community center for election day <br />- Tota I cost is $229,000 <br />The city's capacity to administer elections is declining. It is staff's <br />recommendation to contract with Ramsey County. <br />Councilmember Doan noted that when staff is working on elections, there <br />may be additional costs to having other work done by a consultant or having <br />to hire a part-time person. He was surprised at the increase for Ramsey <br />County to administer the elections because the structure is already in place. <br />It seems it would be an incremental cost to add Shoreview. Eisenbeisz <br />explained that the county does a lot of work in the off years to make sure the <br />process is smooth far election years. Councilmember Doan asked how wage <br />costs are determined. Eisenbeisz stated that the county estimates $205,000, <br />but the added cost is the city still has t❑ pay the machine maintenance costs. <br />There is no flexibility for negotiation. <br />Councilmember Spring horn asked about terms of work for election judges. <br />Eisenbeisz stated that some election judges ❑nly want to work the general <br />election so they are hired two weeks before that election and then <br />terminated. It is a lot of work for payroll and HR staff for one to three days of <br />work. Councilmember Springhorn asked if there is other work for the deputy <br />clerk's time if not spent on elections. Martens stated that once the election <br />season is over, there is a lot of catchup work that has not been done on a <br />regular basis. Eisenbeisz added that special projects are delayed.
