Mounds View Planning Commission November 2, 2022 <br />Regular Meeting Page 5 <br />________________________________________________________________________ <br /> <br />meet the grant timelines, he was concerned with the fact the developer was before the <br />Commission requesting four things at one meeting. <br /> <br />Chair Rundle inquired if the fire department had reviewed the plans. Community Development <br />Director Sevald indicated the fire department had reviewed the plans and was looking into <br />turning radius concerns they have, noting the layout of the parking lot could change. <br /> <br />Commissioner Nelson questioned what the color scheme would be for the proposed building. <br />Mr. Ackmann reviewed the building colors and materials. <br /> <br />Commissioner Curtis stated his only concern with the project at this time was traffic and how <br />traffic would flow in and out of the site. <br /> <br />Commissioner Nelson asked what the park dedication fee would be for this project. Community <br />Development Director Sevald discussed the park dedication fee that would be paid by the <br />developer. <br /> <br />Commissioner Curtis inquired who would manage this property. Mr. Ackmann stated this was <br />yet to be determined, but noted it would be a local, experienced management company based out <br />of the Twin Cities. <br /> <br />Commissioner Farmer recommended staff address the lighting plan to ensure the apartment <br />complex lighting does not bleed onto the neighboring properties. Community Development <br />Director Sevald reported the City had standards in place that would address this concern. <br /> <br />Commissioner Stevenson suggested the City Arborist review these plans prior to receiving <br />Council approval. <br /> <br />Commissioner Nelson requested the applicant provide the City with further information <br />regarding the sites snow removal plan. <br /> <br />Commissioner Stevenson questioned if a traffic study should be required. Community <br />Development Director Sevald noted a traffic study could be completed after the project was <br />approved. He suggested a traffic engineer be present when the Council reviews and considers <br />this request. <br /> <br />MOTION/SECOND: Commissioner Curtis/Commissioner Nelson. To approve Resolution <br />1154-22, a Resolution Recommending Approval of Amending the Zoning Map for 2310 Mounds <br />View Boulevard; Preliminary Plat of Woodale Apartments; Planned Unit Development; and <br />Development Review, directing staff and the applicant to provide further information regarding <br />landscaping, proof of parking, snow removal, traffic and exterior lighting. <br /> <br /> Ayes – 6 Nays – 0 Motion carried. <br /> <br />
