Park Inventory and Level of Service (LOS) Analysis
1) The Consultant will identify and map the locations of the parks within the community
with their corresponding park classification (neighborhood park, community park,
special use park, etc.) and will inventory their existing amenities. The Consultant will
also identify recreational opportunities outside of the community that may be
contributing to its residents. This includes schools, County / Regional Parks, and
parks in neighboring communities. The map will illustrate the quarter and half mile
radii of each City park based upon their location and any potential barriers that may
affect adequate access to the park or recreational amenity to identify potential
locations of those lacking proper access.
2) The Consultant will conduct individual park site visits to assess the existing features
to determine how well a park is meeting basic design standards. This includes
identifying the age and condition of the amenities, function, general accessibility,
safety concerns, and the demographics being served by the amenities.
3) An analysis of the existing recreational amenities, funding, and budgetary information
will be prepared in conjunction with general NRPA metrics and peer community
comparisons. This provides insight into how well the community is meeting the basic
levels of service expectations.
B. Demographics Analysis
1) The Consultant will collect 2020 Census data and will also develop ESRI
demographics maps of the City of Mounds View identifying various demographics
breakdowns based on housing density, income levels, ethnicity, and age distribution.
Tapestry Segmentation maps will provide insight into the general population
classifications within the community.
2) The Consultant will utilize the demographics information to better understand the
locations where underserved populations may be located and methods to improve
equitable distribution or access to recreational opportunities. This may include
identifying locations for targeted community engagement strategies.
C. Trail Gap Analysis
1) The Consultant will conduct a high-level analysis of the existing trails and walks in the
community, along with future planned routes, to identify any gaps or areas of concern
that may need to be addressed. This may also include identifying locations for efforts
to improve pedestrian safety.
D. Building Analysis
1) The sub-Consulant, KODET, will conduct an analysis of the existing building at Silver
View Park to determine code compliance along with identifying potential
improvements that may be necessary for meeting the needs of the community and
the cost-effectiveness of the associated costs.
\\wsbgvfiles01.wsbeng.local\resources\.Clients All\Mounds View\Proposals\2024 Park System Plan Proposal\Letter
Proposal_2024 Park System Plan.docx
