Planning Recommendations <br />1) The Consultant will use the findings of the needs assessment and community <br />engagement process to guide the recommendations of the system plan. As a part of <br />this effort, the Consultant will develop recommendations for the parks that will focus <br />on strategic improvements for meeting the existing and future needs of the <br />community in an equitable manner. This will include the development of <br />recommendations for individual parks to include corresponding high-level conceptual <br />graphics to help communicate the recommendations. <br />2) The Consultant will use the findings to develop recommendations for the pedestrian <br />trail network that will improve connectivity and safety across the community. <br />3) The Consultant will develop high level estimates of probable costs for the <br />corresponding recommendations which will be included along with strategic priorities <br />that will provide the greatest benefit to the community. This will include a draft 10- <br />year Capital Improvement Plan in order to help identify budgetary needs to <br />implement the plan recommendations. <br />4) The Consultant will identify potential funding opportunities and partnerships that may <br />be applicable and help the City with implementation efforts. <br />D. Park System Plan: The Consultant will undertake planning reviews in order to create <br />recommendations for the City based on the planning process outcomes which will be <br />summarized in the Park System Plan document of the entire process to include the <br />following sections: <br />1) System Plan Overview <br />2) Needs Assessment & Community Engagement Findings <br />3) Project Vision, Goals, & Objectives <br />4) Park System Plan and Recommendations <br />5) Trail System Plan and Recommendations <br />6) Implementation Plan including CIP <br />7) Corresponding plans, graphics, and illustrations <br />8) Appendix with collected data <br />E. Park System Plan Review: The Consultant will distribute the draft Park System Plan for <br />an adjacent community review, as identified by the Metropolitan Council. This will allow <br />for time to make any plan refinements that will ensure approval and adoption by the <br />Metropolitan Council. <br />III. ASSUMPTIONS <br />Consultant has based the scope of work and fee upon the following assumptions. <br />1. Mailings and Correspondence: It is assumed that the City of Mounds View will be <br />responsible for any mailings or correspondence to the residents for upcoming meetings <br />or events. <br />2. Trail System. It is assumed that the City of Mounds View will have the necessary GIS <br />data for the existing trail system to be incorporated into the Consultant's maps for use in <br />planning purposes. <br />3.
