-2- <br /> Director_ Anderson suggested three possible <br /> uses for the park dedication funds as <br /> follows : <br /> 1 . Begin the establishment of a capital • <br /> improvement fund with a goal of $500 ,000 , <br /> with 75 percent being allocated for long <br /> range capital improvements. <br /> 2. Tennis courts at Groveland Park. <br /> 3. Paving of the Silver View Park parking <br /> lot in order to eliminate dust and van- <br /> dalism problems. <br /> A discussion ensued regarding the above sug- <br /> gestions. Councilmember Quick asked staff <br /> what kind of vandalism was occurring at <br /> Silver View Park. Staff stated that damage <br /> had been done to trees and turf from vehicles <br /> driving on the berms and other turf areas. <br /> Commissioner Wuori asked if free standing <br /> cement curbs , similar to those at Greenfield <br /> Park, would sufficiently deter people from <br /> driving vehicles on park turf area. Staff <br /> responded that although it would help, the <br /> free standing curbs are quite expensive and <br /> would only be a temporary solution and it <br /> would be best to permanently end the problem • <br /> by paving the parking lot. <br /> Commissioner Linnell stated that she thought <br /> the paving of Silver View Park was important, <br /> but that the Groveland Park Foundation had <br /> been working a very long time towards the <br /> installation of tennis courts at their park <br /> and she ' s feels they should be given first <br /> priority. Commissioner Wuori asked if <br /> $30 ,000 would be enough to build the tennis <br /> courts. Staff indicated that with the addi- <br /> tion of the $20 , 000 from the Groveland Park <br /> Foundation, there should be enough funds to <br /> cover the cost of the soil corrections and <br /> tennis court construction. <br /> Commissioner Wuori suggested that the long <br /> range needs of the park system be considered , <br /> and that the establishment of a capital <br /> improvement fund may be the best use of the <br /> funds. <br /> Commissioner Linnell made a motion to make <br /> the construction of tennis courts at Grove- <br /> land Park the number one priority for use of <br /> the Herbst sub-division park dedication fee . <br /> The motion was seconded by Commissioner <br /> Letendre . The motion failed 3 ayes, 4 nays. <br />
