4 <br />NATIONAL YOUTH SPORTS <br />COACHES ASSOCIATION Staff shared with the Commission, information <br />received at the NYSCA Conference regarding the new <br />"Say Yes" Campaign. A resolution was introduced as <br />a way of spreading the philosophy of NYSCA youth <br />sports. Commissioner Starr stated that she was in <br />full agreement of the NYSCA philosophy of youth <br />sports and wanted to expand the idea to whatever <br />means available. Other Commissioners agreed on <br />the need to educate the public on a need for <br />standards for youth sports. <br />Commissioner Silvis made a motion, seconded by <br />Commissioner Long to recommend to the City <br />Council the adoption of the resolution requesting <br />standards for youth sports. Motion passed: 6 ayes, <br />0 nayes. <br />MOUNDS VIEW <br />COMMUNITY THEATER Commissioner Silvis reported that the proposed play <br />selection for 1990 is "GYPSY". <br />SOFTBALL PROGRAM CHANGES Staff reported that an evaluation was distributed to <br />1989 teams requesting feedback regarding adult <br />softball. The input indicated that teams wanted to <br />play on better and fenced fields. Since field <br />conditions were the predominant complaint, the <br />choice of fields for adult play has been narrowed to <br />only the two Silver View fields and the two City Hall <br />fields. Both sites have fenced fields. The turf <br />management at Silver View should produce good <br />grass. Unfortunately, the lack of water and the <br />sandy soil at the City Hall fields make grass growth <br />nearly impossible. The unfenced fields at Pinewood <br />and Edgewood have been eliminated from the <br />schedule. Instead, a Friday night league will be <br />offered. The schedule also introduces a twelve game <br />schedule without playoffs to offer more games and to <br />stay consistent with awards to State and District post <br />season competitions. <br />Finally, the cost for the league has increased by <br />$10.00/team to keep in line with the increased costs <br />of materials and umpiring services. The cost for the <br />league is still competitive with neighboring <br />communities. Commissioners did not express any <br />
