The Task Force was concerned with the management <br />of the pond to ensure water quality. Director <br />Saarion reviewed the resolution requested from the <br />Task Force regarding pond management, following <br />the recommendations of Environmental Specialists. <br />The only change was that Environmental Specialists <br />suggested an ordinance regarding control of <br />phosphorus fertilizers, and the Task Force <br />recommended voluntary compliance. Councilmember <br />Quick asked if these fertilizers were readily available. <br />Director Saarion responded that they could be mixed <br />at a specialized store such as a nursery or co-op. <br />In regards to the section of Resolution 3016 which <br />stated, "prevent nesting", Councilmember Quick <br />requested staff to check with the Federal government <br />or State Department of Natural Resources regarding <br />restrictions on preventing nesting of Canada geese. <br />Staff suggested that the term "prevent nesting" be <br />changed to "discourage nesting". Councilmember <br />Quick requested that even though the term may be <br />changed, he would also like staff to check the <br />legality of controlling nesting in any form. <br />Director Saarion reviewed the cost analysis sheets for <br />Silver View Park, noting that the Passive/Nature <br />areas included the cost of the culvert and pond <br />maintenance. The Active areas included much more <br />costly items for completion. Commissioner Starr <br />suggested that the development could be spread out <br />over more years decreasing the large expenditures <br />for each year. <br />Director Saarion explained that at the next meeting, <br />the Task Force will have to discuss issues such as <br />plan flexibility in case the money is not available or <br />if donations are given for specific items that are not <br />scheduled for development within that year. <br />Commissioner Stevenson asked what the possibility <br />of a bond referendum would be for just one park. <br />Councilmember Quick stated that it is a possibility, <br />however, the Fire Chief has requested a referendum <br />for a new fire station which would also be a <br />consideration. <br />After completion of the recommendation, the Task <br />Force will meet with the City Council. <br />Councilmember Quick suggested that the <br />Commissioners be invited to that meeting also.
