b) No Smoking in City Parks — The City's legal counsel stated that some <br />cities are restricting smoking in their parks, however the authority to do so <br />is unclear. Eden Prairie and other have adopted ordinances and are trying <br />to link them to the Minnesota Clean Indoor Act using the rational that the <br />parks are under the City control. In sunmiary; Its happening, however, the <br />authority to do so is unclear. <br />• Mandoza mentioned that the City of New Brighton just erected a No <br />Smoking sign in one of their parks. <br />• Residents living near Greenfield Park brought this issue to the City <br />Commissioners attention. <br />• Kunza stated that she would support smoking ban in City Parks. <br />• Mandoza will contact the City of New Brighton in an effort to obtain <br />additional information. <br />• Edmond pointed out that there are other sources of smoke: <br />automobiles, barbeques... <br />c) Facility Guide Update- The parks trail / sidewalk map was recently <br />updated. Golf Course data is currently being developed to be included in <br />the brochure. Once the brochure is in a rough draft form, it will be <br />presented to the Park and Recreation Commission for review and <br />comment. <br />• The Commissioners want to know what is the timing of getting the <br />update. <br />d) YMCA Executive Committee Meeting — A meeting has been scheduled <br />for Monday, October 20, 2003. <br />• Mostly a orientation meeting for Kurt Ulrich. <br />• Some budget discussions. <br />• The purpose for the YMCA Executive Committee was top be a <br />communication tool / relationship building. <br />• The Committee is starting to look at other activities to bring more <br />people in and increase revenue. <br />e) Park Usage Survey / Data Collection — Parks Staff has been collecting data <br />for the past several weeks. <br />• Need input on the form (any alterations?) <br />• Need help in filling out the forms. Looking for people to volunteer to <br />fill out the form. <br />• Commissioners want to make more informed decisions based on the <br />data to be collected. <br />• Discussed timing and season to collect data. <br />• Expand the data collection to include ice rinks. <br />• Also look at why other parks are NOT being used. <br />Motion to look at the park usage form: Mandoza <br />{ 2"d : Kunz <br />2 <br />
