2.7 Assessment Procedure <br /> 2.7.1 By August 1 st of each year,Hauler must submit all unpaid RDU balances greater than <br /> one hundred dollars($100)to the City,along with documentation of proof of Hauler's <br /> efforts to collect,including copies of the original invoice,and the 30-day and 60-day <br /> notices of nonpayment.Hauler must not engage outside parties to collect unpaid balances <br /> and, once submitted to the City, must stop collection efforts. City staff will verify the <br /> accuracy of the unpaid balance and send the unpaid balances list to the City's Finance <br /> Department for processing.If any RDU makes payment on a delinquent account after <br /> August 1st and before the City sends assessment letters in September, Hauler must <br /> notify the City of the amounts paid. <br /> 2.7.2 The City's Finance Department will prepare an assessment roll for the delinquent <br /> amounts and will schedule a public hearing with the City Council in September of each <br /> year for adoption of the assessment roll. <br /> 2.7.3 After the public hearing,any payments received by Hauler on delinquent accounts must <br /> be submitted to the City. <br /> 2.7.4 The City's Finance Department will accept payments on delinquent accounts up until <br /> November 15th of each year.After such acceptance,the City will certify all remaining <br /> delinquent charges to Ramsey County for assessment and collection along with <br /> property taxes.The City will reimburse Hauler for the total of delinquent amounts to <br /> be assessed following certification of such amounts to the County. <br /> 2.7.5 The City reserves the right to change its assessment procedure described in this Section, <br /> provided that such change does not impact the amount or timing of any Hauler <br /> payment.The City will communicate any changes in its assessment procedure to Hauler <br /> in advance of the changes. <br /> 2.8 Public Education Services <br /> Hauler will collaborate with the City on communication,education,and outreach to RDUs to <br /> facilitate a smooth transition to organized collection.General public education responsibilities <br /> will be shared between the City and Hauler as specified below. <br /> 2.8.1 The City will provide the following public education services: <br /> a. Educate RDUs on the general rules and requirements for disposal,including winter <br /> weather protocol and set out times and locations. <br /> b. Use social media channels to communicate timely service information and clarify <br /> RDU obligations. <br /> c. Adopt an annual public education work plan after consultation with Hauler. <br /> d.
