The ITPPT" will include a <br />review of the existing City Capital Improvement Program (CIP) to coordinate future projects <br />with funding program cycles while using multiple sources of funding for various project <br />segments. We will be inventorying federal, state and regional transportation programs available <br />to cities and match them to components making up the County Road 10 corridor projects. <br />Prior to developing the ITPPT` it is important that we examine the existing conditions along the <br />corridor and develop a plan for various improvements. Once a more specific theme and concept <br />are developed we will identify projects and the priority for implementation. The County Road <br />10 projects will be compared to the City's CIP as part of the overall ITPPT"' process. <br />As the corridor improvement program has progressed, opportunities have been presented for the <br />City to potentially acquire funding for some of the desired improvements. Solicitation for <br />federal funding only occurs once every two years, and 2005 is a federal solicitation year. <br />Funding applications were due in August 2005 to compete for funding available in federal fiscal <br />years 2009 and 2010. Due to this solicitation, a potential list of projects were reviewed and <br />funding applications were submitted for projects that have a high likelihood of being selected. <br />Although these projects are likely to rank high during the selection process, the final selection <br />and ranking of each project submitted is always dependent on how the project compares relative <br />to other project submittals. The following is a surmnary of the programs and applications made. <br />Hazard Elimination Safety Program (HES) <br />This programprovidesfunding-far low cost intersection improverrient projects that will reduce <br />crashes, thus improving the overall safety of the intersection. A worksheet is completed for each <br />intersection that reviews the existing crash problems and the recommended improvement to the <br />intersection. Using this information a benefit vs. cost (b/c) ratio is established which is used to <br />rank the projects. In order to apply for the funding the b/c ratio must be greater than one. The <br />typical projects that receive funding have b/c ratios close to three. Applications were submitted <br />for three intersections that each had a significant number of crashes that could be corrected by <br />low cost improvements. The applications include: <br />
