Mounds View City Council April 23, 1990 <br />Regular Meeting Page Six <br />-------------------------------------------------------------------------- <br />Clerk/Administrator Pauley reviewed a letter re- <br />ceived from Ramsey County requesting the City <br />consider allowing the compost site in Mounds <br />View to be open during the summer months. The <br />~ County would establish a schedule to remove yard <br />waste at least weekly, and would bear the cost. <br />Motion/Second: Wuori/Paone to approve the <br />request of Zack Hansen, of the Ramsey County Public <br />Health Department, to keep the Ardan Avenue com- <br />posting site open throughout the summer for grass <br />clippings, with the County to remove them at a <br />minimum of once a week, at their cost. If con- <br />ditions are found to be unacceptable at any time, <br />the City would remove its approval. <br />5 ayes 0 nays <br />Councilmember Quick expressed concern with odor, <br />as residents of that area are unhappy with it <br />already. He reviewed the history of how the <br />compost site came to be located there, and he <br />stated he felt it would serve both the City and <br />the County better if it was moved to County <br />property at County Road H and Highway 8. <br />Mr. McCarty explained that site was turned down <br />originally as it is not large enough and also is <br />too close to Rice Creek. He added he feels the <br />process of removing the material every 2-3 days <br />will help considerably with the odor and he <br />invited anyone who has a problem with the odor <br />to call him at home at 784-6074, at the office <br />at 298-4145. or if he is unreachable, the public <br />works department at 298-4127. He further reviewed <br />the cost of having bagged materials taken away. <br />Councilmember Quick stated he felt the open space <br />at Highway 8 and County Road H is larger than <br />believed. He noted the water shed is very close <br />to the present site now, which the County has not <br />done anything about. <br />Mr. McCarty noted there is a steep incline in <br />the land at Highway 8 and County Road H. He <br />further reviewed what is considered yard waste. <br />Mr. Minetor reviewed his memo of April 18 con- <br />cerning the surface water management utility, <br />noting the main concerns are exemptions, credits <br />. and the appeal process. <br />Motion Carried <br />13. Authorize <br />SEH to Prepare <br />Final Report <br />on a Storm <br />Water Utility <br />
