Mounds View City Council April 23, <br />Regular Meeting Page Five <br />----------------------------------------------------------------- <br />Mayor Hankner asked whether Mr. McCarty would be <br />willing to be an advocate on behalf of the City <br />at the County level. <br />Mr. McCarty replied he would, if criteria could <br />be met. He noted Long Lake Road could lose its <br />MSA designation if the airport road is not put in, <br />of which there appears to be a 95~ chance. He <br />also questioned the City's ability to maintain <br />authority unless they take back Long Lake road. <br />Councilmember Quick asked for an interpretation <br />of the turn back law, and whether a municipality <br />has to accept a turn back. <br />Mr. Minetor explained the City is the lowest <br />level of authority, and there is nothing the <br />City can do. <br />Councilmember Quick asked whether the City has <br />excess MSA miles. <br />Mr. Minetor replied it does, but not enough. <br />However, some switching around could be done. <br />Mayor Hankner asked Mr. f~icCarty if even with the <br />Conti nger~cy pl a~i on for the i nter'governrnental agreement, <br />i woul d the County take off the rv~SA d~si c~na~ci on on Long Lake <br />Road. She noted, however, i~i; would also have happened on <br />alternate 10 which ~1r. McCarty supports. Either 4~~ay the <br />resul t ~~~oul d be the same. <br />Mr. McCarty stated it may force the County by <br />following State law requirements. <br />Mayor Hanker stated Resolution No. 3024, which <br />was adopted on April 9, and approved earlier in <br />the approval of those minutes, stands as is. <br />Motion/Second: Quick/Blanchard to have the <br />second reading and adoption of Ordinance No. <br />286, amending the Municipal Code of Mounds View <br />by repealing Chapter 104 entitled "Garbage and <br />Rubbish" and adopting a new Chapter 104 <br />entitled "Garbage and Rubbish", and waive the <br />reading. <br />Councilmember Wuori - aye <br />Councilmember Quick - aye <br />Councilmember Blanchard - aye <br />Councilmember Paone - aye <br />• Mayor Hankner - aye <br />1990 <br />12.
