~dunds View City Council April 23, 1990 <br />Regular Meeting Page Seven <br />-------------------------------------------------------------------------- <br />The Council reviewed the list of policy decisions <br />needing to be made at this time in order to proceed <br />with the utility, and determined the name of the <br />utility to be Surface Water Management Utility; no <br />exemptions, other than the budgeted street right <br />of way; no credits; basis of charges to be zoning; <br />2" rainfall for basis of charges; an appeal process <br />would be allowed; and expenditures to include <br />capital improvement projects, maintenance costs <br />for cleaning sewers and ditches, street sweeping <br />costs, personnel costs and administrative costs. <br />Motion/Second: Quick/Blanchard to authorize <br />Staff to enter into an agreement for services <br />with Short, Elliott, Hendrickson for preparation <br />of a final report on a surface water management <br />utility and assistance for a public information <br />program for the implementation of this utility, <br />with the cost to be charged to account <br />#420-4121-303. <br />5 ayes 0 nays <br />Mayor Hankner noted the Council reviewed this at <br />the agenda session last week and had asked Staff <br />to research how many lots in the City are <br />similar. <br />Clerk/Administrator Pauley reviewed the memo from <br />City Planner Hren, detailing past variance requests. <br />He noted Mr. Plumb was required to set his house <br />4' further back due to the curvature of the lot and <br />road. While Mr. Plumb is requesting a 52' variance, <br />it would only be for 4'. <br />Motion/Second: Paone/Quick to approve the setback <br />variance for Tom Plumb, Resolution No. 3032, 7359 <br />Park View Terrace, Planning Case No. 293-90, <br />for a 52' variance, and waive the reading. <br />3 ayes 2 nays <br />Councilmembers Blanchard and Wuori voted against the <br />motion. <br />Councilmember Quick stated he feels this situation <br />is similar to that at 2833 Laport Drive, where a <br />variance was issued. <br />Councilmember Blanchard stated she had spent many <br />• years on the Planning Commission, and they are a <br />very conscientious group. She added she could <br />not support a 5Z' variance, but would be more <br />agreeable to a 4' one. <br />Motion Carried <br />14.
