Mary Saarion, Director of Parks, Recreation and Forestry, reviewed <br />Staff Report No. 93-530C regarding the approval of the use of the 1993 <br />Park improvement fund monies for paving Hillview Park Hockey Rink and <br />the Development of City Hall Youth Athletic Field. Saarion reported <br />that the youth of the community are using the tennis courts for <br />rollerblading and that this takes away from those persons wanting to <br />play tennis. Saarion reported that Hillview rink sets idle all summer. <br />If this rink were blacktopped it could be used for basketball and <br />summer playground activities, i.e., hopscotch, four square and shuffle <br />board. Saarion reported that the Parks and Recreation Commission <br />wishes to use the 1993 Park Improvement Monies at HIllview Park for <br />paving the hockey rink for use by rollerbladers and for City Hall youth <br />ballfield development. Saarion explained that there is no need for <br />transferring of funds. The Park Improvement Fund budget for 1993 is <br />simply being spent for a different park improvement than originally <br />planned. <br />� Councilmember Wuori asked if the project could take advantage of the <br />Long Lake Road improvements as far as the blacktopping. Saarion <br />reported that the same company that is doing the driveways and entries <br />on Long Lake Road would blacktop the rink at a very good price. <br />Councilmember Wuori asked if Lambert could be done the same way and if <br />it were close enough to the project to take advantage of the cost <br />savings for blacktopping. <br />• <br />Saarion reported that this probably could happen if the Council would <br />be willing to go over the amount that is currently available. <br />Councilmember Wuori asked Saarion to look into this item. <br />Councilmember Quick asked Saarion to explain what Park Dedication <br />fees are.and how they are received. <br />Saarion explained that Park Dedication fees are monies donated by the <br />developers in the City to be expended on park improvements only. <br />Councilmember Rickaby asked if this money had been planned for projects <br />that never happened. <br />Saarion explained that this maney had been put aside for grant matches <br />or for completing the trail or bridge at Silver View. Saarion reported <br />that a grant for the bridge is in the works at this time and the City <br />received funds for the trail. <br />
