�ounds View City Council egular Meeting Page Ten June 14, 1993 MOTION/SECOND: Quick/Rickaby to Approve Contribution of $500 to the 1993 Star of the North Summer Games from Account No. 100-4120-303 VOTE• 5 ayes 0 nays Motion Carried F. Mary Saarion, Director of Parks, Recreation and Forestry, reviewed Staff Report No. 93-530C regarding the approval of the use of the 1993 Park improvement fund monies for paving Hillview Park Hockey Rink and the Development of City Hall Youth Athletic Field. Saarion reported that the youth of the community are using the tennis courts for rollerblading and that this takes away from those persons wanting to play tennis. Saarion reported that Hillview rink sets idle all summer. If this rink were blacktopped it could be used for basketball and summer playground activities, i.e., hopscotch, four square and shuffle board. Saarion reported that the Parks and Recreation Commission wishes to use the 1993 Park Improvement Monies at HIllview Park for paving the hockey rink for use by rollerbladers and for City Hall youth ballfield development. Saarion explained that there is no need for transferring of funds. The Park Improvement Fund budget for 1993 is simply being spent for a different park improvement than originally planned. � Councilmember Wuori asked if the project could take advantage of the Long Lake Road improvements as far as the blacktopping. Saarion reported that the same company that is doing the driveways and entries on Long Lake Road would blacktop the rink at a very good price. Councilmember Wuori asked if Lambert could be done the same way and if it were close enough to the project to take advantage of the cost savings for blacktopping. • Saarion reported that this probably could happen if the Council would be willing to go over the amount that is currently available. Councilmember Wuori asked Saarion to look into this item. Councilmember Quick asked Saarion to explain what Park Dedication fees are.and how they are received. Saarion explained that Park Dedication fees are monies donated by the developers in the City to be expended on park improvements only. Councilmember Rickaby asked if this money had been planned for projects that never happened. Saarion explained that this maney had been put aside for grant matches or for completing the trail or bridge at Silver View. Saarion reported that a grant for the bridge is in the works at this time and the City received funds for the trail.
