Mounds View City Council <br />Regular Meeting <br />Paqe Three <br />March 8, 1993 <br />B. Samantha Orduno, City Administrator, reviewed Staff Report No. <br />93-495C regarding Resolution No. 4352 Requesting Ramsey County <br />Withhold Tax Forfeited parcels from Public Sale. Orduno explained <br />that there are two parcels, one next to Woodcrest Park and one near <br />City Hall surrounded by fourplexes, that have been declared tax <br />forfeited properties per State Law. Orduno stated that these parcels <br />were discussed at a Council Work Session and the Council was interested <br />in the acquisition of these parcels. Orduno reported that in this type <br />of situation, the municipality has the first option for acquisition <br />before the parcels are placed for public sale. The City will have one <br />year in which to .acquire the parcels by use deed or purchase. State <br />law requires that the City adopt a resolution formally requesting that <br />the parcels be withheld from public sale for one year. <br />MOTION/SECOND: Wuori/Rickaby to Adopt Resolution No. 4352 Requesting <br />Ramsey County Withhold Tax Forfeited Parcels from Public Sale <br />Councilmember Rickaby asked as to how the price for the land is <br />determined. <br />Orduno explained that the property near Woodcrest could be acquired <br />through a use deed for approximately $23.50 as long as the land is <br />• used for public use. Orduno further explained that there would be <br />a listing of valuation or maybe the land could be acquired by <br />back taxes. Orduno reported that Paul Harrington, City Planner, is <br />working with the County regarding the purchase price of the parcels. <br />Councilmember Rickaby commented that during the strategic planning <br />session the Council and staff discussed various items and Mary <br />Saarion, Director of Parks, Recreation and Forestry, indicated that <br />the City had just enough parkland to be able to obtain some grants. <br />If the City were to use this land rather than purchase would these <br />parcels be added to the City's parklands? <br />Orduno responded that she didn't have an answer to that question at <br />the present time. <br />Mayor Linke stated that the land near Groveland park is an easement- <br />like, but is counted as part of the park. <br />Orduno stated that most parcels of this type are used for parkland, <br />trailways or open space. <br />VOTE: 5 ayes 0 nays Motion Carried <br />C. Samantha Orduno, City Administrator, reviewed Staff Report 93-496 <br />on behalf of Ric Minetor, Director of Public Works/City Engineer, <br />who was not able to attend the meeting because of illness. The <br />Metropolitan Waste Control Commission requested that the City Council <br />of Mounds View set a public hearing for April 12, 1993 for 7.:05 p.m. <br />
