Mounds View City Council <br />Regular Meeting <br />Page Two <br />October 11, 1993 <br />VOTE: 5 ayes 0 nays Motion Carried <br />SPECIAL ORDER OF BUSINESS: <br />There was no special order of business. <br />CONSENT AGENDA <br />Samantha Orduno, City Administrator, read the Consent Agenda. <br />Mayor Linke asked if there were any items the Council desired removed from <br />the Consent Agenda. <br />No items were removed from the Consent Agenda for discussion. <br />MOTION[SECOND: Quick/Wuori to adopt the Consent Agenda as amended. Item E. <br />was amended by changing Resolution No. 4426 to 4429. <br />VOTE: 5 ayes 0 nays Motion Carried <br />RESIDENTS REOUESTS AND COMMENTS FROM THE FLOOR <br />There were no requests nor comments from the residents at this meeting <br />concerning any issues not on the agenda. <br />PUBLIC HEARINGS <br />There were no public hearings scheduled for this meeting. <br />COUNCIL BUSINESS: <br />A. Consideration of Resolution No. 4423 Opposing Federal and State <br />Mandates and Declaring October 27,.1993 as "Unfunded Mandates Day" <br />Samantha Orduno, City Administrator, explained that. each year more <br />and more state and federal mandates are placed on cities. This creates <br />a tremendous burden on cities trying to balance service demands with <br />limited resources. Orduno explained that the League of Minnesota <br />Cities in conjunction with the National. League of Cities has declared <br />Wednesday, October 27, "Unfunded Mandates Day" in cities throughout the <br />nation. It is a day in which all cities will help educate citizens and <br />lawmakers about unfunded federal and state mandates that impact cities. <br />Orduno further stated that the Mayors of cities will be sending letters <br />to state and federal legislators asking that no more mandates be placed <br />on cities. <br />Mayor Linke gave an example of an un€unded mandate that appears on <br />the citizens water bill that is collected by the City and given to the <br />State. <br />
