Cruikshank stated that this company had an excellent <br />reputation and Mayor Linke agreed as he is in the construction business. <br />and also had done some checking. <br />Mayor Linke also explained that Mikkelson-Wulff had fifteen days to <br />back out of the contract at which time the bid can then be let to the <br />next lowest bidder. <br />Councilmember Trude asked the City Attorney if the reason for <br />withdrawal by Mikkelson-Wulff was a valid reason. <br />City Attorney Thomson explained the situation and what is considered <br />valid reason for bid withdrawal. <br />MOTION[SECOND: Blanchard/Wuori to Adopt Resolution No. 4433 <br />Accepting the Bid for City Hall Addition and Remodeling Contract <br />from Mikkelson-Wulff Construction in the Amount of $386,679 for City <br />Hall Expansion to be Funded Out of City Hall Expansion Fund As Amended, <br />Account No. 697-3961-000 <br />VOTE: 5 ayes 0 nays Motion Carried <br />•C. Consideration of Award to Contractor for Construction Management_ <br />Services for City Hall Expansion <br />Tim Cruikshank, Assistant to the City Administrator, reviewed the staff <br />report which was handed out at the meeting regarding the award <br />contract for construction management services. Cruikshank reported <br />that the City received three responses to an RFP which had been sent <br />out. Cruikshank listed the names of the bidders. None of the companies <br />that responded to the RFP have engineers or architects on staff. <br />Cruikshank presented four options to the Council. These options <br />varied: i) award to low bidder, 2) award to low bidder and retain our <br />present architect or authorize SEH to provide architectural and <br />engineering services, 3) do not award to any of the construction <br />management companies and retain our present architectural company to <br />oversee the construction, or 4) do not award to any of the construction <br />management companies and authorize SEH for the oversight of the <br />construction. <br />A discussion evolved around the specifics of a construction manager <br />and that if Bonestroo was chosen to oversee the construction, there <br />would be a designated person from the company who would be responsible. <br />Councilmember Blanchard stated that she would not award the bid to any <br />of the construction management companies, but retain our present <br />architectural company to oversee the construction. <br />L~ <br />
