Mounds View City Council Page Six <br />~egular Meeting October 11, 1993 <br />require a formal agreement in cases such as this. The. only requirement <br />is that the city providing the water and the main source inform the <br />"jurisdictional" city that the connection will be made. <br />Orduno explained that in order to assure both cities that the State is <br />performing as agreed upon informally, an Agreement was drafted jointly <br />by the attorneys of both cities and addresses the concerns of Arden <br />Hills that in the future, the State (if funding is received) connect to <br />Arden Hills water source. Arden Hills also wants to be notified on a <br />yearly basis as to how much water the State is purchasing from Mounds <br />View. The agreement also protects both cities from construction <br />liabilities and provides for appropriate compliance regulations. The <br />agreement has already been approved by Arden Hills and our attorney has <br />signed off on the Agreement. <br />MOTION/SECOND: Quick/Blanchard to approve Utility Agreement and <br />Authorize the Mayor and City Administrator to Execute Said Agreement on <br />Behalf of the City of Mounds View <br />VOTE: 5 ayes 0 nays Motion Carried <br />G. Consideration of Authorizina Execution of Purchase Aareements_for Golf <br />• Course Properties <br />Samantha Orduno, City Administrator, reviewed Staff Report No. 93-647C <br />regarding the authorization for execution of the purchase agreements <br />for the golf course properties. Orduno stated that these purchase <br />agreements would be finalized within the next couple of days. Orduno <br />reported that the total land acquisition price for Lot 16, Blaine North <br />Star Industrial Park and Doug Watson's property is $561,109.74. Orduno <br />further reported that in addition to the land, the City will pay the <br />pro-rated taxes on Lot 16 from September 20, 1993 to the end of the <br />year and as per State law, the City will be responsible for the taxes <br />on all the properties for 1994. Orduno reported that the land <br />acquisition costs will be funded out of the proposed Revenue Bond, .the <br />taxes will be paid out of the Golf Course Development Fund and proceeds <br />from the Revenue Bond. <br />Orduno added that she had spoken with a representative from Springsted, <br />the City's bond counsel, and that Springsted will bring the bond <br />documents to the first work session in November and hopefully, get them <br />approved at the second meeting in November. After approval bonds can <br />be negotiated and sold and the proceeds could be in the hands of the <br />City by December 1st. <br />Councilmember Trude asked if the City would own the land if the golf <br />course would not go through. <br />• Orduno responded that the City would. <br />
