Mounds View City Council <br />,Regular Meeting <br />Page Seven <br />October 11, 1993 <br />Councilmember Trude asked if the City was going to do soil testing. <br />Orduno stated that the City has permission to complete soil testing so <br />that any liability would not be the City's. <br />Orduno further stated that the City will receive copies of soil testing <br />that had been performed approximately three years ago by the Brenk <br />family, who is the present owner of the land. Orduno stated that <br />nothing terrible had been found when doing the clean up activities, but <br />the City will take precaution and have the soil tested to make sure it <br />was not contaminated. <br />Councilmember Trude made suggestions for minor amendments with regard <br />to the purchase agreement draft documents. <br />Orduno stated that Watson would like to replat the properties and this <br />would take place at the time of purchase of the properties from him. <br />Councilmember Trude asked about the Tax Increment Financing regarding <br />the Watson properties. <br />Orduno explained that part of getting the cost down was to agree to <br />• consider perhaps some TIF money at the time of development of those <br />parcels to pay for some of the lateral water and sewer fees and for <br />ponding. This would be in the best interest of the City of Mounds View <br />because it would allow for the development of those parcels and also, <br />the City would have some control over what type of development is <br />done on those parcels. <br />MOTION/SECOND: Trude/Quick to Adopt Resolution No. 4432 As Amended <br />Approving the Acquisition of Land for the Proposed Golf Course and <br />Authorizing Execution of the Purchase Agreements <br />VOTE: 5 ayes 0 nays Motion Carried <br />H. Consideration of Resolution No. 4431 Approving the Amended Joint Powers <br />Agreement for Construction and Operation of the Fire Training Site <br />MOTION/SECOND: Blanchard/Quick to Remove Resolution No. 4431 Approving <br />the Joint Powers Agreement for Construction and Operation of the Fire <br />Training Site from the Table <br />VOTE: 5 ayes 0 nays Motion Carried <br />Samantha Orduno, City Administrator, explained that this item had been <br />tabled at the September 13, 1993 meeting to obtain additional <br />information regarding their training facility. Orduno introduced Fire <br />Chief Ron Fagerstrom who provided up-to-date information on this <br />facility and the reason for the information being slow in coming to the <br />cities involved. <br />
