Mounds View City Council Page Eight <br />SRegular Meeting October 11, 1993 <br />Orduno explained that Resolution No. 4431 Amends the Joint Powers <br />Agreement removing the City of Columbia Heights from the Agreement, <br />reduce the contributing amount of the remaining cities and provides for <br />a unanimous agreement of all participating cities on any future <br />amendments. <br />Councilmember Trude asked Fire Chief Fagerstrom to explain Section <br />13 of the Joint Powers Agreement and asked City Attorney Thomson if <br />this would be a problem if not amended. <br />City Attorney Thomson felt that Section 13 would be fine the way it <br />is written. <br />MOTION/SECOND: Trude/Wuori to Adopt Resolution No. 4431 Approving the <br />Amended Joint Powers Agreement for Construction and Operation of the <br />Fire Training Site <br />VOTE: 5 ayes 0 nays Motion Carried <br />Mayor Linke asked Chief Fagerstrom if the process of signing over the <br />assets to the three cities is underway. <br />• Chief Fagerstrom stated that the Fire Board agreed and that the signing <br />over of the assets has been done. <br />Councilmember Trude asked Chief Fagerstrom for his comments regarding <br />the signal light at Pleasantview Drive and if it would benefit the Fire <br />Department. <br />Chief Fagerstrom stated that this light would be a great help to the <br />Fire Department as it is impossible to get the apparatus out onto <br />Highway 10. - <br />Chief Fagerstrom explained the benefits of an Opticom, which changes <br />semaphores from red to green. <br />Mayor Linke stated that he had been on a ride along with a patrolman <br />during a high speed chase and people do not move out of the way for <br />emergency vehicles. <br />Chief Fagerstrom described the same problems even using the air horns. <br />Fire Chief Fagerstrom described the Opticom and a discussion followed <br />amongst the Council and Fire Chief regarding the funding of this item. <br />I. Consideration of Resolution No. 4430 Renaminq_Lakesde Park <br />Mayor Linke explained that this subject was brought up at a joint <br />meeting of the Mounds View and Spring Lake Park City Councils on <br />September 10, 1993. Mayor Linke read the proposed resolution. <br />
