-~unds View City Council Page Five <br />~gular Meeting February 10, 1992 <br />was being offered as support to accompany the bill for legislative <br />action, to show a united front by all four participating cities. <br />Each city was asked to sign a resolution to be attached to the <br />legislation as it is considered by the committees. <br />MOTION/SECOND: Quick/Wuori to adopt Resolution No. 4182 In <br />Support of Special Legislative Facilitating the Creation of <br />a Multi-Jurisdictional Senior Center <br />Councilmember Rickaby stated that philosophically she is generally <br />opposed to something like this that is undemocratic and does not give <br />the people enough voice as to haw money is being spent. Rickaby stated <br />that the committee came in and did a very good selling job with their <br />enthusiasm for this project and she stated she also understood that <br />this does not commit the City to spend its money this way. Rickaby <br />stated she won't oppose it but further stated she does not like to <br />operate in this fashion. <br />5 ayes 0 nays Motion Carried <br />4. Samantha Orduno, City Administrator, reviewed Staff Report No. <br />91-173C regarding Resolution No. 4187 Authorizing Expenditure to <br />• Conduct a Community Service Survey. Orduno stated that at the <br />Council's February 3 Work Session, Decision Resources, Ltd., presented <br />a proposal to conduct a 400 random sample telephone community survey <br />at a cost of $5800. Orduno further stated that the plan to conduct <br />the survey is in response to the requests from residents and Mounds. <br />View taxpayers that the Council examine City services and determine <br />areas for continuance at current levels, reductions and/or total <br />eliminations. <br />Orduno stated that the purpose of the survey is to determine the <br />level, scope and specifics of resident approval/disapproval of current <br />and future City service levels. Orduno also stated that the data will <br />be invaluable in setting 1993 budget priorities. <br />Orduno explained that the expenses are not a 1992 budgeted item and, <br />therefore, necessitates a budget change of monies from the Contingency <br />Fund to the City Hall Professional Services Fund. <br />MOTION/SECOND: Wuori/Quick to adopt Resolution No. 4187 <br />Authorizing Expenditure to Conduct a Community Service <br />Survey <br />Councilmember Rickaby stated she was against this survey for <br />one thing because the Council has had a number of citizens who have <br />come to Council Meetings and informed themselves with regards to the <br />budget and offered to study the budget and make recommendations to the <br />City. Rickaby stated the Council ignored this offer and tended to say <br />
