unds View City Council Page Six
~gular Meeting February 10, 1992
that this Decision Resources survey is more reliable than what people
say to the Council as they come to the Council Meetings. Rickaby
further stated that one of these particular surveys indicated that the
geople who were well informed tended to have a negative response to
some of the projects proposed by the city and the Council shouldn't
discount what people are saying when more well informed. Rickaby
stated that she has been opposed to some of Decision Resources past
surveys because they tended to not give us much information on what
was being asked. Rickaby stated they would ask something but would
not indicate what the financial consequences would be. Rickaby
stated that this survey would be better because they will give the
people some information about financial costs, however, she stated
the City doesn't need to spend $5,000 when it should be cutting back.
• Mayor Linke rebutted Councilmember Rickaby's comments. Mayor Linke
stated that the Council has not ignored the citizens who volunteered
to study the budget as the Council is not in a budget process at this
time. Mayor Linke also felt that the Council needed more
representation than input from 10 families. Linke stated that the
survey would include 400 random samplings.
Councilmember Wuori stated that at the time of the last survey the
• questions weren't geared toward the budget. Wuori stated that many
of the residents have stated that they would like to have the taxes
lowered but no services cut. This survey will indicate what cuts the
citizens feel can be made and what services can be done with our
without.
Alice Frits, 8072 Long Lake Road asked if the surveyors would tell
the people what options such as a skating rink and what it
costs to maintain and then the citizen could decide.
Orduno stated some examples of services savings, i.e.,
mowing the parks only once every other week instead of once per
week. How much would this save the City? Could some of these types
of services be cut? The surveying individual could indicate to
the person what delivery costs would be.
Orduno further stated that most residents don't have a clue as to what
things costs and they .also don't realize that there is a domino or
ripple effect when services are cut.
Alice Frits, 8072 Long Lake Road asked if the entire Council felt that
it is economical at this time to spend $5800 to .call the residents or
form a committee and use it to do the work free of charge?
Mayor Linke stated that the City will receive better diversity of needs
and wants in the City if the survey were taken from 400 random selected
persons. than of 10 or 12.
