unds View City Council Page Four <br />~gular Meeting February 10, 1992 <br />MOTION/SECOND: Quick/Blanchard to adopt Resolution No. 4186 <br />Adopting a Surface Water Management Plan for the City of <br />Mounds View <br />4 ayes 1 nay Motion Carried <br />Councilmember Rickaby stated at this time she would like to explain <br />why she voted against the adoption of this resolution. Rickaby <br />stated that her explanation at this time was the same as her explana- <br />tion given the last time that she was under the impression that the <br />Council had adopted the Plan. Rickaby stated that back last February <br />the Council had considerable discussion of this issue. Rickaby further <br />stated that this Plan, in her opinion, the goal intended by the <br />legislature and verbalized by Ric and some of the documents was to <br />reduce the amount of surface water that was leaving the City. This <br />Plan did not accomplish that goal, in fact, a number of the projects <br />that were part of the Plan will actually increase the amount of water <br />leaving the City through our drainage system and for that reason <br />Rickaby stated she believed it was not a good plan and a lot of what <br />was put into this plan as far as future projects, although I know <br />it would be said these are not placed in cement and the City does <br />not have to follow the future project plan, I know the way the <br />• plan works, once adopted it is very likely to go through and the <br />City would then have reason to say this is what you wanted to do <br />and this is what we are going to do. Rickaby also stated that <br />once adopted these items are hard to amend. Rickaby stated that the <br />City can't afford this so the next step would be to get financing <br />through a utility. The City has too much on utility financing <br />already and for that reason Councilmember Rickaby stated she did not <br />approve of this plan. <br />2. Samantha Orduno, City Administrator, reviewed Staff Report No. 92- <br />171 regarding and stated that a recent review of the City's fees <br />and license schedule indicated a need to revise the fee structure <br />to be more consistent with comparable Metropolitan area fees. <br />Orduno stated that prior to approving a new fee. and license <br />structure, it is necessary to hold a public hearing. Orduno asked <br />that the Council set a public hearing on this matter for March 23, <br />1992 at 7:05 p.m. <br />MOTION SECOND: Quick/Rickaby to set a public hearing for <br />Monday, March 23, 1992 at 7:05 p.m. to Consider Changes <br />In City Licenses and Fee Structure <br />5 ayes 0 nays Motion Carried <br />3. Mary Saarion, Director of Parks, Recreation and Forestry reviewed <br />Staff Report No. 92-172C regarding Resolution No. 4182 In Support <br />of Special Legislation Facilitating the Creation of a Multi- <br />Jurisdictional Senior Center. Saarion stated that this resolution <br />
