There were only 42 persons at the <br />December 9 Budget Hearing. Orduno stated that 42 from a City of <br />13,000 is not an adequate accounting. Orduno further stated that <br />as far as establishing a budget, the general public elected this <br />Council to accomplish this. <br />4 ayes 1 nay Motion Carried <br />5. Michele Severson, Deputy Clerk, reviewed Staff Report no. 92-174C <br />regarding Resolution No. 4183 Creating a Single Polling Place <br />Designation for the Presidential Primary Election on April 7, 1992. <br />• Severson stated that the City of Mounds View was not affected by <br />the state and federal mandates regarding redistricting. Severson <br />further stated that at the time of redistricting, however, it would be <br />a good time to look at precinct boundaries and overall election <br />procedures to determine if there would be a way to cut expenses. <br />Severson determined that by moving to a single polling place <br />designation there would be a reduction in salaries as less judges <br />would be needed, a reduction in printing costs and a reduction in <br />staff time for the administration election personnel. <br />S Severson indicated that the Presidential Primary could be used <br />as a model as to how the City of Mounds View could become a <br />single precinct in the future. Severson explained that this <br />would even further decrease expenditures to the City regarding <br />elections. <br />MOTION/SECOND: Adopt Resolution No. 4183 Creating a Single <br />Polling Place Designation for the Presidential Primary <br />Election on April 7, 1992 in the City of Mounds View <br />5 ayes 0 nays Motion Carried <br />Samantha Orduno, City Administrator, commented that staff <br />approached her with ways to cut city costs regarding elections. <br />Orduno also stated that moving into the single polling place <br />designation could cut election costs by 25 to 30 percent. <br />Orduno further stated that staff is making every effort to <br />cut .costs. <br />6. Ric Minetor, Director of Public Works/City Engineer reviewed <br />Staff Report No. 92-175C regarding city hall improvements. <br />Minetor indicated that he had reviewed the suggestions for <br />arranging the Administrative Office Area. Minetor stated that <br />he had some additional measurements taken for carpeting <br />including the Park and Recreation office area. Minetor also <br />stated there were some requests for insulating exterior walls <br />where possible prior to the carpeting being installed. Additionally, <br />
