The total <br />estimated cost is $20,875. <br />Minetor stated that in the short time available for this project, it <br />is not possible to arrive at exact dollar costs. Minetor further <br />stated that he attempted to be conservative, but suggested that <br />a small amount of contingency be included. Minetor believes that the <br />total cost of this work should not exceed $23,000. <br />Minetor explained that he had not included any mechanical system <br />upgrades or major equipment replacements. Minetor stated that <br />at this time it would be nearly impossible to determine these <br />needs. Minetor did indicate that some changes to the heating <br />and cooling systems will be necessary. <br />Councilmember Wuori stated that some of the items being taken <br />care of need to be taken care of as general maintenance and upkeep. <br />Sheetrock and insulation would help with the air conditioning and <br />heating. The area downstairs with a room temperature of 60 degrees is <br />uncomfortable to work an eight hours shift in. <br />Mayor Linke stated that in his day to day position his responsibility <br />is to do layouts for offices and shopping centers. Mayor Linke state <br />that for the functionality of the office space is excellent, especial <br />by taking out the half wall. Linke stated there is a four foot aisle <br />on both sides of the wall and by removing it you would save space. <br />Mayor Linke further stated that the carpet has not been changed since <br />the building was built. <br />Minetor further stated that the City could not take on the <br />heat and air conditioning because they are beyond doing with <br />our own labor. <br />MOTION/SECOND: Blanchard/ Rickaby to authorize expenditures <br />not to exceed $23,000 to rearrange and recarpet the general <br />office and Parks and Recreation office areas to be charged to <br />the City Hall improvement fund. <br />d <br />ly <br />5 ayes 0 nays Motion Carried <br />7. Samantha Orduno, City Administrator, reviewed Staff Report No. <br />92-176C Urging the 1992 Minnesota State Legislature to Pass <br />Legislation which Restores the Integrity of the Local Government <br />Trust Fund. Orduno stated that in January, 1992, the Minnesota House <br />of Representatives failed to override the governor's veto which would <br />have secured the future distribution of Local government aid to <br />cities through the 1991 Local Government Trust Fund. Orduno stated that <br />as a result of the override failure, a provision does not exist to <br />provide distribution of aid to cities through the Trust Fund in the <br />
