Ric Minetor, Director of Public Works/City Engineer reviewed <br />• Staff .Report No. 92-179C Regarding Easement Acquisition for <br />Ramsey County's Long Lake Road Reconstruction Project. Minetor <br />stated that he reviewed the right-of-way plans for the reconstruction <br />of Long Lake Road. Minetor stated that there are 121 temporary <br />easements required for matching driveways, matching slopes and <br />other minor intrusions onto adjacent property. Minetor further <br />stated that there are 22 permanent easements required, these are <br />primarily adjacent to drainage structures, such as curb inlets <br />and pipe outlets. <br />Minetor stated that the main issue was the storm water treatment <br />cell. Minetor further stated that the issue is whether the owner, <br />Keith Harstad, will ask for payment for the permanent easement <br />necessary to construct the proposed facility. Minetor explained <br />that Mr. Harstad is out of town and won't be returning until <br />February 23. Minetor also explained that the number of contacts <br />required and the need for appraisals for the permanent easement is <br />very time consuming. Minetor stated that he has discussed the <br />option of retaining a firm to provide legal descriptions, <br />appraisals and negotiations with other cities. Minetor states that <br />Roseville indicated that they have contracted with Evergreen Land <br />Services in the past to provide this service and have been very <br />pleased with the services provided as well as the cost. <br />Minetor asked the Council authorization to negotiate a <br />contract for Council approval on the 24th of February, 1992. <br />
