The St. Paul and Ramsey County Libraries will not merge but will look at a regional system which would be a seven county system. Health Services - Both Ramsey County and St. Paul have Health Departments. There is no duplication of services. Police - the one area that was looked communication or special needs such as SWAT teams. This will be left as is. St. Paul have SWAT teams and canine un times are doing patrol duty and it was evening that there would be no savings at for merging was canine units and Ramsey County and its that on off the feeling that to combine. Ramsey County and St. Paul Communications Group should merge. For everyone to be involved, a Joint Powers Agreement should be considered. Cities could then opt out. Public works to do whatever can be done to save money. One. of the things being done is to turn back state roads or to reclassify roads which would be to turn roads back to counties and cities and those roads would be maintained by the individual cities or counties.: Each city will be handled individually and public hearings for roads affecting the City would be held. Where a problem may exist is if Mounds View, for instance, has a county road and in Shoreview it is a city road. Mayor Linke stated there will be a meeting of this Commission at 7:00 p.m. on Wednesday, February 12, 1992 in Room 10 of the Senate Office Building. Public officials will have an opportunity to talk about last week's votes and to ratify votes made that week. A final report will be prepared to go to the Legislature by the 15th. REPORT OF ADMINISTRATOR: 1. Thanked Councilmember Rickaby for comments made regarding the staff. Orduno stated that it is nice to be appreciated. Orduno stated that this staff has an eye for coming up with ways to save money. Orduno stated she has worked in a number of cities and this staff is the best. 2. Orduno reminded everyone that the Appreciation Dinner is February 22nd and it is a good time to appreciate the volunteers, staff and commission members.
