unds View City Council Page Eleven <br />~gular Meeting February 10, 1992 <br />at the consolidation of police services, public works services, health <br />services and libraries. <br />The St. Paul and Ramsey County Libraries will not merge but <br />will look at a regional system which would be a seven county <br />system. <br />Health Services - Both Ramsey County and St. Paul have Health <br />Departments. There is no duplication of services. <br />Police - the one area that was looked <br />communication or special needs such as <br />SWAT teams. This will be left as is. <br />St. Paul have SWAT teams and canine un <br />times are doing patrol duty and it was <br />evening that there would be no savings <br />at for merging was <br />canine units and <br />Ramsey County and <br />its that on off <br />the feeling that <br />to combine. <br />Ramsey County and St. Paul Communications Group should merge. <br />For everyone to be involved, a Joint Powers Agreement should <br />be considered. Cities could then opt out. <br />Public works to do whatever can be done to save <br />money. One. of the things being done is to turn back <br />state roads or to reclassify roads which would be to <br />turn roads back to counties and cities and those roads <br />would be maintained by the individual cities or counties.: <br />Each city will be handled individually and public hearings <br />for roads affecting the City would be held. Where a problem may <br />exist is if Mounds View, for instance, has a county road and in <br />Shoreview it is a city road. <br />Mayor Linke stated there will be a meeting of this Commission <br />at 7:00 p.m. on Wednesday, February 12, 1992 in Room 10 of the Senate <br />Office Building. Public officials will have an opportunity to talk <br />about last week's votes and to ratify votes made that week. A final <br />report will be prepared to go to the Legislature by the 15th. <br />REPORT OF ADMINISTRATOR: <br />1. Thanked Councilmember Rickaby for comments made regarding the <br />staff. Orduno stated that it is nice to be appreciated. <br />Orduno stated that this staff has an eye for coming up with <br />ways to save money. Orduno stated she has worked in a number <br />of cities and this staff is the best. <br />2. Orduno reminded everyone that the Appreciation Dinner is <br />February 22nd and it is a good time to appreciate the <br />volunteers, staff and commission members. <br />
