ounds View City Council Page Nine <br />~gular Meeting January 13, 1992 <br />Orduno also mentioned the fact that the 1991 Budget froze <br />the City Hall office supplies at 1990 levels with the <br />understanding of a budget transfer from Contingency could <br />be utilized to offset cost overruns. Orduno stated that <br />staff had been frugal with expenditures, costs for many <br />materials escalated in 1991, thereby necessitating <br />a fund transfer of $2,000 from the Contingency Fund. <br />MOTION/SECOND: Blanchard/Rickaby to adopt Resolution <br />No. 4169 Approving Budget Transfers from Contingency <br />to City Hall Accounts <br />5 ayes 0 nays Motion Carried <br />4. Report of Staff <br />1) Ric Minetor, Director of Public Works/City Engineer reported <br />that he had received plans from MnDot for realignment of <br />County Road J and new Highway 10 from 35W to 65 and would <br />be setting up an informational meeting in the near future. <br />2) Minetor also reported that he had received word that the <br />Rice Creek Watershed District had approved our Surface Water <br />Management Plan in November. Minetor stated that he will <br />have to review the Plan with Short-Elliott-Hendrickson and <br />make some minor changes. Minetor felt that the Plan would <br />be on the Agenda for the February Work Session. <br />3) Minetor reported that a street light request was approved <br />late October for Groveland Road and O'Connell Drive. Several <br />residents don't want the streetlight on their property. <br />Minetor stated that after discussions with NSP, another <br />alternative location was presented that would require <br />underground wiring rather than aerial. If the placement <br />of the streetlight is done in the spring it would cost <br />$700, but if now the cost would be $1100. <br />Minetor stated that on the petition there were only two <br />residences that were in question. 5249 wasn't represented and <br />5240 signed the petition and then had second thoughts and <br />said no. <br />Discussion followed by the Council regarding the residences <br />that had signed the petition, where the money for installation <br />of the streetlight would come from and if there would be any <br />way the wires could be aerial rather than underground. <br />Mayor Linke stated that it would be best to wait until spring <br />and the Council concurred with this. Staff should reaffirm <br />the fact that this streetlight is actually wanted in that <br />area and if affirmative move forward in the spring. <br />
