Mounds View .City Council Page Nine <br />~egular Meeting June 8, 1992 <br />non-organized collection system as recommended by Walt Witzke and Josey <br />Warren. <br />Councilmember Wuori requested to change the wording of Councilmember <br />Rickaby's motion to amend the resolution to include a bid contract by one <br />hauler with opt out system. Wuori stated that rather than adding this to <br />that part of the resolution, make it a descriptive phrase of its own and <br />therefore, with any system there could be an opt out system. <br />Wuori stated that this was a friendly suggestion amending the motion. <br />The friendly suggestion was okayed by Councilmember Rickaby. <br />VOTE: 3 ayes 0 nays Motion Carried <br />COUNCIL BUSINESS: <br />1. Mr. Bill Morris of Decision Resources, Ltd. was scheduled to present <br />the community services survey results. Mr. Morris was not in <br />attendance at this time. <br />2. Ric Minetor, Director of Public Works/City Engineer, reviewed <br />Staff Report No. 92-298C regarding the development request known <br />as Greenfield Estates, Harstad Companies. Jeff Roos representing <br />Harstad Companies gave a full presentation of the proposal at the <br />meeting. <br />Peter Sabee, Barr Engineering, reported on how the Greenfield <br />Development met the City of Mounds View's criteria for a wetland <br />alteration permit per the Municipal Code. <br />Councilmember Rickaby asked if anybody had looked at the boundary <br />line of the wetland since November of 1987. Rickaby stated that she <br />recalled that was when we were in drought times and a lot of the <br />wetland boundaries were kind of pulled in at that time. Rickaby <br />stated that from her observations this year the wetlands are up. <br />Rickaby further stated that as she recalled also back in 1987 when the <br />wetlands were studied the DNR indicated from the time they put the <br />wetlands on the map for DNR purposes they indicated that this should <br />have qualified for DNR protection from the studies that were done back <br />in 1987. They indicated that the land had become more wet since that <br />time. Rickaby stated that from her observations, she sees a lot of <br />wetlands way up compared to 1987. <br />Peter Sabee explained the different classifications of wetlands <br />and how soils, vegetation and presence of water is really the key <br />in defining what type of a wetland they are. <br />• <br />
