Public Works Director DeBar indicated the budget would have to be amended. <br /> Finance Director Beer stated a fund balance would have to be used to cover the expense. <br /> MOTION/SECOND: Hull/Stigney. To Waive the Reading and Adopt Resolution 7889, <br /> Approving Bidding Documents and Authorizing Advertisement for Bids for 2012 Reroofing of <br /> Community Center and Water Treatment Plant No. 1 Project. <br /> Ayes—4 Nays—0 Motion carried. <br /> E. Resolution 7890, Approving Bidding Documents and Authorizing <br /> Advertisements for Bids for 2012 Water Tower Reconditioning Project. <br /> Public Works Director DeBar explained the City's 500,000 gallon elevated water tower was <br /> constructed in 1992. He stated spot repairs were made to the water tower in 2003, of which were <br /> still visible to this day. He indicated a properly applied coat of paint would provide 15-20 years <br /> of protection for the water tower. <br /> Public Works Director DeBar commented in 2009, the City hired KLM to inspect the water <br /> tower. A number of structural modifications were needed to bring the tower into compliance <br /> with OSHA, while providing safer access to and from the tower. These improvements were • <br /> recommended to be completed in the next 1-3 years. The estimated project costs in 2010 were <br /> $523,500. Additional expenses may be incurred to cover the antenna expenses. <br /> Public Works Director DeBar explained that the City has been working with KLM to create the <br /> necessary bidding documents. Due to inclement weather last summer, the tower reconditioning <br /> was postponed to 2012. He reviewed the projected timeline for the project in detail. Staff <br /> recommended the Council approve the bidding documents and authorize advertisement for bids <br /> for the 2012 water tower reconditioning project. An alternate bid schedule was proposed to <br /> allow a bidder to complete by July 30th or October deadline, to assure the City receives the best <br /> bid results. <br /> Council Member Hull questioned the estimated expense for the entire project. Public Works <br /> Director DeBar stated the expense may be less than anticipated in 2010 as the antennas would <br /> have to be uninstalled and reinstalled by the telecomm companies. A rough estimate at this time <br /> would be $575,000 which would cover the water tower reconditioning and KLM engineering <br /> fees. Finance Director Beer stated the water enterprise fund had enough of a balance to allow for <br /> contingencies if necessary. <br /> Council Member Gunn asked if the telecomm companies have been notified of the upcoming <br /> reconditioning and questioned if service would be interrupted for Mound View residents. Public <br /> Works Director DeBar stated there has been great cooperation with the telecomm companies. <br /> He did not anticipate any interruption in service as a temporary tower would be erected for the <br /> 1111 <br /> telecomm equipment. <br />
