Mounds View City Council January 23, 2012 <br /> Regular Meeting Page 5 <br /> • <br /> MOTION/SECOND: Gunn/Stigney. To Waive the Reading and Adopt Resolution 7890, <br /> Approving Bidding Documents and Authorizing Advertisements for Bids for 2012 Water Tower <br /> Reconditioning Project. <br /> Ayes—4 Nays—0 Motion carried. <br /> F. Resolution 7891, Approving Maintenance Method for Traffic Sign <br /> Retroreflectivity Standards. <br /> Public Works Director DeBar stated that the City was facing a new unfunded mandate from the <br /> Federal Government for traffic sign retroreflectivity. He reviewed the traffic control standards <br /> concerning retroreflectivity for signs. He explained Minnesota State Statute 169.06 does <br /> empower local road authorities to place and maintain traffic control devices within our <br /> jurisdiction. <br /> Public Works Director DeBar indicated the new regulations have a compliance date of January <br /> 2015. He reviewed the maintenance methods available for the City to test the retroreflectivity of <br /> the City's traffic signs. It was noted the City was using the blanket method to replace signs. He <br /> commented that Areas A through D received all new street signs through the Street Improvement <br /> Project and this would continue to Area E. He reviewed the expected life of the newly replaced <br /> 410 signs as being 12 years. <br /> Public Works Director DeBar requested the Council adopt a Resolution which would assist the <br /> City in bringing the traffic signs into compliance with the federal requirements. <br /> Council Member Stigney questioned if any grants were available to assist with this unfunded <br /> mandate. Public Works Director DeBar stated 3M had grants available for sheathing. He noted <br /> a federal grant was being created as well to provide assistance to cities in need. He indicated <br /> additional information would be brought back to the Council as the process continues. <br /> Acting Mayor Mueller inquired if the blanket sign replacement program was in place at this time. <br /> Public Works Director DeBar stated this was the case, and has coincided with the street <br /> improvement projects. <br /> MOTION/SECOND: Stigney/Hull.
