The main concern <br /> 1111 <br /> since completion of the site has been the HVAC system. <br /> Public Works Director DeBar indicated contractors have made recommendations providing a <br /> long-term fix to the system. Some of the recommendations are similar while vary. The City <br /> contacted an engineering firm, LHB, Inc. for comment and the Staff was told about a <br /> retrocommissioning program provided by Xcel Energy. He described the program in detail <br /> stating it would provide for energy savings and greater equipment efficiencies. <br /> Public Works Director DeBar explained a study would be needed before the work could be <br /> completed and requested Council authorize LHB to perform a retrocommissioning study on the <br /> Community Center. The expense for the study was estimated to be $15,000. Funds were set <br /> aside within the 2012 budget under Special Projects for this study. <br /> Council Member Stigney questioned what the $15,000 expense for the study would provide in <br /> benefits to the City. He felt the City had spent far too much already on trying to correct the <br /> problems with the HVAC unit at the Community Center. He indicated if Xcel Energy were <br /> involved in the study the recommendations would be swayed. Public Works Director DeBar <br /> indicated the study would provide the City with recommendations on how to properly modify the <br /> system to save money while increasing efficiencies. He stated the City was looking for a <br /> professional engineer to come in at this time to provide much needed assistance on the issues <br /> with the HVAC system. • <br /> City Administrator Ericson added that the City received several bids and recommendations from <br /> local contractors last summer. Each had different comments and suggestions, with bid prices <br /> varying from $10,000 to $1,000,000. He indicated the study would allow the City to have a <br /> thorough inspection and examination of the system while creating the proper solution. <br /> Acting Mayor Mueller commented it was Staff's opinion that the study would be money well <br /> spent. Public Works Director DeBar stated this was the case as it would provide much needed <br /> guidance with the system. He indicated the lighting would also be addressed to assure the site <br /> was as energy efficient as possible. <br /> Council Member Hull asked the age and expected life of the current HVAC units. Public Works <br /> Director DeBar stated an 8 ton unit was replaced last year. The others were installed in 1997- <br /> 1998. He estimated the life of the existing units to be 20 years. <br /> MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7892, <br /> Authorizing LHB, Inc. to Perform a Retrocommissioning Study for the Community Center. <br /> Council Member Stigney expressed concern in proceeding with the study and questioned the <br /> value that would be added to the City. <br /> Acting Mayor Mueller asked how the study expense would be funded.
