Resolution 7905, Approving Bidding Documents and Authorizing <br /> Advertisement for Bids for Area E of the Street and Utility Improvement <br /> Program. <br /> Public Works Director DeBar stated the Area E Street and Utility Improvement Project would be <br /> completed this summer. He indicated this area includes roughly four miles of City streets. He <br /> discussed the past actions on this project in detail indicating several neighborhood meetings have <br /> been held. Rice Creek Watershed District has given the City conditional approval and the plans <br /> for Sunnyside Road will be reviewed by MnDOT for State Aid compliance. Staff explained the <br /> next step was to approve bidding documents and authorize advertisement for bids. The proposed <br /> bid opening date would be March 29th for the project with a recommendation for award before <br /> the Council on April 9th <br /> Council Member Mueller noted at a previous neighborhood meeting several residents were <br /> concerned with the fact Sunnyside Road was a State Aid street. This concern led to a petition <br /> amongst the residents to remove the State Aid classification from Sunnyside Street. She <br /> requested an update from staff on this issue. Public Works Director DeBar explained the <br /> roadway would remain a Municipal State Aid (MSA) roadway and was discussed in further <br /> detail by the Council in December of 2011. He indicated the City can designate 20% of its <br /> roadways for State Aid funding. The consequences of not designating this roadway MSA would <br /> greatly increase the cost of the project. It was estimated the MSA Funding for Sunnyside Road <br /> in the project area would be $450,000. <br /> Mayor Flaherty thanked the residents for raising their concerns with the design of Sunnyside <br /> Road. He was pleased with how the issues were discussed and resolved. <br /> MOTION/SECOND: Mueller/Hull.
