2024 Annual Report—Neighborhood Resource Officer <br /> In 2024, the NRO responded to 784 calls for service. Throughout the year, the NRO <br /> maintained full-time patrol duties while also fulfilling NRO-specific responsibilities due to <br /> staffing levels. Additionally, the NRO assisted with field training for newly hired officers. <br /> The NRO participated in approximately 28 community outreach events. Of the cases <br /> handled, 150 were investigations referred from Ramsey County Child Protection and <br /> Adult Protection regarding the maltreatment of children and vulnerable adults. <br /> The Mounds View Police Department continues to strengthen the Crime Free Multi- <br /> Housing Apartment Landlord Coalition. Throughout the year, the MVPD shared <br /> responsibility with the cities of Roseville and New Brighton to rotate hosting bi-monthly <br /> meetings for landlords and property managers covering various topics. The NRO issued <br /> four strike letters to property managers regarding violations and disturbances at their <br /> properties. Other calls for service were reviewed for potential strike letters but were <br /> resolved without the need to issue them. No strike letters required a second strike. The <br /> NRO also continues to support Mounds View Code Enforcement with both new and <br /> ongoing property management issues. <br /> The NRO continues to collaborate with Northeast Youth and Family Services (NYFS) to <br /> provide mental health counseling and community support for residents in need. In 2024, <br /> the NRO worked with NYFS on nine new referral cases, as well as several ongoing <br /> cases from the previous year. These referrals primarily focused on mental health and <br /> housing assistance. The NRO also continued partnering with Ramsey County Social <br /> Services to facilitate referrals to the Parent Support Outreach Program as needed. <br /> The NRO actively monitors the predatory offender registry in Mounds View. In 2024, <br /> sixteen calls for service were related to interactions with predatory offenders. In addition <br /> to meeting with registered offenders, the NRO reviews convictions and informs <br /> offenders if they are in violation of city ordinances. This year, one offender became <br /> non-compliant, but the NRO investigated the situation and it was resolved. Currently, <br /> there is still one non-compliant offender whose status has been non-compliant since at <br /> least 2018. This individual is believed to be out of state. <br /> The NRO continued to attend various trainings throughout the year. The Minnesota <br /> Crime Prevention Association hosted a Crime Prevention Practitioner course as well as <br /> the annual Crime Prevention Conference. The NRO also had the opportunity to attend <br /> the International Association of Women Police (IAWP) conference in Chicago. <br /> Additionally, the NRO re-certified as a First Aid instructor and conducted multiple <br /> training sessions to help officers maintain their first aid certification. The NRO also <br /> completed training to become a Taser instructor. <br /> The NRO assisted with numerous rockwall events throughout the year and coordinated <br /> demonstration requests with K9 Officers. Additionally, the NRO engaged with various <br /> apartment complexes and senior living facilities to address resident concerns including <br /> renter safety, fraud, scams, and other issues raised by both residents and property <br /> managers. <br />
