Mounds View City Council February 24, 2003 <br />Regular Meeting Page 13 <br />the new information that it does not violate anything in the contract and the fact that it is a benefit <br />to the employees he would like to see it approved. <br />Council Member Marty asked whether this states that after borrowing up to 30 hours then <br />employees can donate sick leave. <br />Mayor Linke indicated that as he reads it employees are allowed to borrow but it does not state <br />from where and, it is scary to borrow for the future but not if it is time banked by another <br />employee. <br />Council Member Marty commented that the former City Administrator used to tell Council that <br />the better employees are treated the better the labor negotiations go and he sees this as a good <br />will gesture on behalf of the City. <br />Council Member Stigney indicated that Council has no idea what the administration oversight <br />and costs would be and how it might be misconstrued. He then said that at the last meeting two <br />people expressed concerns one was Mr. Jahnke and the other was the Labor Relations <br />Consultant. <br />Council Member Stigney commented that he does not feel it is appropriate to take this off the <br />• table at this point in the meeting as the proper time to do so would have been during the approval <br />of the agenda. <br />Council Member Marty indicated he would like to refer this to the work session to allow for <br />finance input into Staff time to administer and obtain the other view points as Council Member <br />Quick is not at the meeting. <br />Mayor Linke apologized for not adding it to the agenda and said he simply forgot. <br />MOTION/SECOND: Linke/Marty. To Table to the Next Work Session. <br />Council Member Stigney indicated that the tabling motion is out of order to a time certain and <br />suggested that, per Roberts Rules of Order, it requires postponement to a time certain. <br />City Attorney Riggs indicated that both parties were partially correct concerning tabling motions <br />and postponements. <br />Council Member Stigney indicated this should not be tabled anywhere and that the purpose of a <br />tabling motion is to interrupt something that is going to take place to put something more <br />important to it and table it to later in the meeting. He then said that tabling does not allow for <br />discussion and he feels that Labor Relations should be consulted. <br />• Ayes - 4 Nays - 0 Motion carried. <br />
