Mounds View City Council July 28, 2003 <br />Regular Meeting Page 15 <br />1 Community Development Director Ericson indicated that at the last meeting the City Attorney <br />2 had prepared a report in response to the Court ruling on the billboard issue. He then indicated <br />3 that the City may not be zoning its own land properly and asked how Council wished to proceed. <br />4 <br />5 Director Ericson indicated that Staff is looking for a recommendation as to whether Council <br />6 wants to do something. <br />7 <br />8 Mayor Linke indicated that the matter should be brought before the Planning Commission for <br />9 discussion. <br />10 <br />11 Council Member Quick asked if there was a time factor involved. <br />12 <br />13 Director Ericson indicated that there was not but suggested that now that the City realizes there is <br />14 an error the quicker that is corrected the better. <br />15 <br />16 Council Member Quick indicated he would like to go on record as indicating that the Planning <br />17 Commission can delegate this matter to Council for more timely action if there is a time <br />1 s constraint with their schedule. He further indicated that this is a matter of housekeeping and <br />19 should not warrant great debate. <br />20 <br />21 Director Ericson indicated the City received a letter from Paul Kirkwald at Ramsey County <br />~2 indicating that the City can opt out of the CDBG but could not farm a group and target the <br />23 CDBG funds but can make application to a state wide program and then would be in competition <br />24 with hundreds of other cities. He then indicated that the Staff recommendation would be to <br />25 remain in the CDBG but to work to bring the cities back into the decision making process. <br />26 <br />27 Council Member Quick asked why a group of cities with a population of over 100,000 could not <br />28 form its own group. <br />29 <br />3o Director Ericson indicated that he was not sure why but he understands from HUD that it is not <br />31 allowed. <br />32 <br />33 Council Member Quick asked for something in writing to verify that. <br />34 <br />35 There was consent to stay in the consortium. <br />36 <br />37 Council Member Quick asked whether the City could postpone this for further information. <br />38 <br />39 Director Ericson indicated that the issue had to be resolved tonight because the deadline is the <br />40 beginning of August. <br />41 <br />42 Council Member Quick asked that Staff research the matter for further discussion the next time <br />~3 this comes up for renewal. <br />4 <br />
